Job Summary

EMCOR Government Services is seeking an Environmental, Safety and Occupational Health (ESOH) Manager to lead and manage our ESOH activities supporting a major customer in the intelligence community located in Springfield, Virginia. The ESOH Manager is a key member of a team of dedicated and talented professionals in delivering a wide range of base operations support services – such as installation and facility operations, maintenance and repair;

workforce and security support; logistics support; and project management – for a 2.5‑million‑square‑foot state‑of‑the‑art headquarters building, adjacent customer buildings and over 100 small satellite sites throughout the Washington National Capitol Region (NCR).

Essential Duties and Responsibilities
  • The principal manager responsible for the overall management of all environmental, safety, and occupational health activities and responsibilities – and their compliance – in delivering a wide range of Base Operations Services (BOS) support services.
  • Develop, deliver, and maintain required OSHA written management processes including record‑keeping as required by local, state, and federal regulations.
  • Develop and conduct safety processes and training to provide ongoing safety awareness, emergency response (e.g., tornado and fire response) and safety orientation for new employees.
  • Schedule, coordinate, follow‑up and provide guidance on all scheduled safety meetings and associated issues.
  • Develop and conduct a new Supervisor Orientation Program covering accident reporting, investigations, safety records documentation, and inspections.
  • Audit and monitor all work areas for safety hazards and OSHA compliance.
  • Develop and implement project‑level environmental policies in accordance with State/EPA laws and regulations.
  • Conduct and administer contract activities related to NGA permits and programs involving federal, state, or local regulations or permits.
  • Recommend the purchase of all safety equipment.
  • Assess, develop, and implement environmental health and safety programs currently in place for continuous improvement.
  • Establish and maintain an effective relationship with the customer to achieve a mutually beneficial business relationship.
  • Ensure legal obligations are followed and compliance achieved with regulatory bodies and environmental, health, and safety guidelines.
  • Maintain accurate documentation and perform analysis of activities and processes to improve contract performance.
  • Pro‑actively seek feedback from clients, attend meetings, submit reports, and assist auditors and inspectors.
Security Clearance Requirement

This position requires an Active Top Secret/Sensitive Compartmented Information (TS/SCI) Clearance.

Qualifications
  • Professional certification in Industrial Hygiene, Safety, or Environmental Engineering (e.g., CIH, CSP, or PE).
  • Minimum of 10 years of experience in the development and application of ESOH principles; at least 3 years managing an ESOH program of similar size, scope, and complexity.
  • Demonstrated knowledge of ESOH guidelines (e.g., 29 CFR 1910, 29 CFR 1926) and experience in U.S. Government facilities.
  • Experience in developing, maintaining, and reporting ESOH metrics.
  • Highly developed leadership, management, supervisory, interpersonal, analytical, and communication skills.
  • Ability to lead in a diverse, dynamic, high‑pressure environment.
  • Personnel management experience with both organic and subcontractor staff.
  • Bachelor’s degree in Environmental Science, Health, Safety, Engineering (Civil or Environmental), or related field (desired).
