Job Summary
: EMCOR Government Services is seeking a Program Manager (PM) to lead our contract operations supporting a major customer in the intelligence community located in Springfield, Virginia
. The PM leads a team of dedicated professionals in delivering a wide range of base operations support services – installation and facility operations, maintenance and repair; workforce and security support; logistics support; and project management – for a 2.5 million square foot state‑of‑the‑art headquarters building, adjacent customer buildings and over 100 small satellite sites throughout the Washington Capitol Region (NCR).

Essential Duties and Responsibilities
  • Serve as the primary point of contact for this program, available 24/7/365, responsible for work performance and program profit/loss, and the EGS on‑site authority for all program‑related issues.
  • Oversee contract performance of all aspects of scope, including:
    • Workforce and Security Support
    • Logistics Support Services
    • Environmental, Safety and Occupational Health (ESOH) Support
    • Engineering, Construction and Operations Support
    • Project Management
    • Installation and Facility Operations, Maintenance and Repair
    • Grounds Maintenance
    • Custodial Services
  • Oversee site operations, work schedules, and subcontractors, ensuring work meets service demands, objectives, quality and safety requirements.
  • Establish and maintain effective relationships with the customer, vendors and subcontractors to achieve mutually beneficial business outcomes.
  • Meet regularly with stakeholders to discuss operations, performance, project work, schedule and budget.
  • Develop and implement corrective action plans and milestones to return service and performance levels to contractual standards when required.
  • Develop and submit status and performance reports and evaluations to the customer and higher EGS authority.
  • Maintain good order and discipline among staff; address issues or concerns promptly.
  • Oversee all aspects of project staffing, performance evaluations and disciplinary issues for both EGS staff and subcontract partners, ensuring full staffing at all times.

Security Clearance Requirement: This position requires an Active Top Secret/Sensitive Compartmented Information (TS/SCI) Clearance.

Qualifications
  • Industry‑recognized certification in Program and/or Project or Facility Management (e.g., PMP, PgMP, CFM).
  • Bachelor’s degree in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or a related field.
  • Minimum of 15 years of experience managing complex building and facilities operations, including at least 5 years managing a contract of similar complexity and scope.
  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication skills.
  • Demonstrated ability to manage in a diverse and dynamic environment with short‑notice tasks and under high‑pressure situations.
  • Experience in cost control, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, dispute resolution, contracting and leadership.
