This position is responsible for the administration of City of Springfield’s Policy and Procedures on all projects. Responsible for assisting in policy development and promotion of various projects within the City of Springfield. This position coordinates the use of loans, grants, and other funding mechanisms. Provides technical assistance, coordinates contracted professional services, program design and marketing, to ensure fulfillment of departmental program goals.

Work is performed with technical independence, with considerable latitude for the exercise of judgment and decision making in accordance with departmental standards, under the supervision of the Director of Capital Asset Construction, who reviews work through reports and conferences. The Senior Project Manager will supervise and coordinate with the Project Manager to insure the project program and goals. Additional supervision may be exercised over technical support staff, consultants and clerical personnel in support of specific projects.

Responsibilities
  • Prepare and aid in the procurement of new work including involvement with the RFQ & RFP process and interviews
  • Oversee the preparation of the weekly Financial Status Reports (FSR)
  • Review with the Director the assignment of field forces for each job and shall monitor manpower on a weekly basis
  • Report his activities and discuss real and potential problems with the Executive Staff on a monthly basis
  • Accountable for their projects being quality built, completed on time and within budget
  • Monitor field work daily not less than daily by field visits; review manpower issues and the project schedule, must be able to climb ladders and access construction sites
  • Assist customer in expediting the project and review all long-lead items to make sure they are on schedule
  • Review recommended approval on all change orders from construction team
  • Establish policy with the team as to who will have authorization to direct and make decisions on the owner’s behalf, including reimbursement on changes
  • Review and present final construction schedule, including milestones
  • Establish accountability for schedule monitoring, priorities, recovery plans, etc.
  • Establish procedure for handling time delays within the context of City of Springfield’s contract
  • Establish project reporting requirements and individual accountability
  • Establish schedule for project status meetings
  • Oversee that all drawings and specifications are examined for suspected design deficiencies, impractical details, and code violations and bring them to the attention of the architect.
  • Ensure that individuals whose functions require knowledge and understanding of the general contract, financial, and subcontract requirements, receive and understand this information.
  • Ensure that each individual is aware of, and has a common understanding of, their functions and responsibilities.
  • Provide vendor evaluations to comply with regulations
  • Provide staff evaluation when assigned. Review with Director prior to review with staff.
  • Prepare Scope of Work, coordinate trade responsibilities, and avoid duplication of responsibility.
  • Performs related duties as required.
  • Be familiar with procurement laws of Massachusetts.
Skills & Abilities
  • Considerable knowledge of rehabilitation/new construction and real estate law
  • Ability to coordinate revitalization efforts with relevant City departments
  • Ability to assemble, develop, evaluate, and analyze relevant data, and to make recommendations
  • Ability to plan, assign, supervise and review the work of technical staff and consultants
  • Ability to establish and maintain effective working relationships with municipal, federal and state officials, private sector representatives, organizations and businesses, and organizations, other related agencies and the general public
  • Ability to negotiate complex development efforts with those seeking municipal assistance
  • Ability to express oneself clearly and concisely both orally and in writing
Education & Experience
  • Bachelor’s degree with major course work in engineering, architecture, business administration, urban planning or related field or related license in above discipline.
  • Five to ten years of experience and technical work in the field of, or related field.
