Director of Chapter 74 Technical Programs at the H.S. of Science & Technology

Responsibilities
  • Report to the Principal of H.S. of Science and Technology.
  • Secure and maintain State Chapter 74 approval for all existing and new technical programs in accordance with Chapter 74 regulations.
  • Collaborate with school and district staff, outside organizations, and community representatives.
  • Enforce and monitor federal, state, and district regulations.
  • Guide staff to improve academic and technical performance through vocational/academic integration practices.
  • Support all technical staff in preparing students for standardized vocational competency testing.
  • Ensure all technical staff develop and use pacing documents, vocational framework lesson plans, competency checklists, and safety assessments.
  • Prepare for coordinated program reviews, on‑site Chapter 74 Program audits, and State on‑site evaluations.
  • Maintain Program Advisory Committees and the General Advisory Committee in line with State guidelines.
  • Coordinate school and shop projects, construction/renovation activities, and cooperative work experiences.
  • Oversee appropriate use of facilities, equipment, technology, and instructional supplies as defined in Chapter 74 regulations.
  • Help develop and implement Springfield’s annual Local Plan, State, and Federal grants.
  • Utilize the local consumable supply/repair budget effectively.
  • Oversee expenditures for local, state, and federal funds supporting H.S. of Science & Technology programs.
  • Implement OSHA compliance procedures, including staff and student training and certification.
  • Maintain accurate inventory of technical programs.
  • Recruit and support new students for H.S. of Science & Technology.
  • Recruit, screen, and provide professional development for career and technical staff.
  • Participate in evaluating vocational staff and secure professional development.
  • Prepare reports for the Massachusetts Department of Education and represent the school at relevant meetings and conferences.
Knowledge, Ability, and Skill
  • Enforce compliance with DESE and Career and Technical Education regulations, district policies, and contractual agreements.
  • Plan, develop, and implement new programs and services.
  • Convey new initiatives in written and verbal forms.
  • Ensure student conformity with school policies.
  • Work cooperatively with the public, community agencies, and the MA DESE.
  • Collaborate with faculty, students, and district administrators.
  • Develop and implement projects; identify and achieve goals.
  • Manage local, state, and federal funding in accordance with regulations.
Qualifications
  • Master’s degree in education preferred.
  • MA DESE licensure as a Voc Tech Supervisor/Director.
  • At least five years of successful teaching experience in a vocational setting.
  • In‑depth knowledge of MA Vocational Frameworks, curriculum and methodology, Chapter 74 regulations, and State and Federal funding regulations.
  • Excellent organizational, management, oral, written, and interpersonal communication skills.
  • Minimum of three years of administrative experience, preferably in a vocational setting.
  • Experience in grant writing.
  • Experience managing large budgets.
