Overview

Receives direction from and is responsible to the Director or higher authority; assists in the formulation and implementation of operational objectives and coordinates Department operations related to the Executive Protection Unit, Hazardous Device Unit, Capitol Police and Security, and Fleet Management; directs Department operations and personnel in the absence of the Director; maintains liaison with other departments within the Secretary of State’s office and other governmental entities in matters pertaining to the jurisdiction and responsibilities listed above.

Key Responsibilities
  • Serves as Deputy Director to the Director and assists in the direction and coordination of the activities of Department personnel through subordinate management and support staff
  • Reviews, revises or develops new Department objectives and operational guidelines
  • Directs and participates in the formulation and implementation of Department policies, rules, and regulations
  • Directs and coordinates the implementation of investigative plans and other details involving Department personnel
  • Supervises the activities of all immediate subordinates to ensure supervisory authority is being exercised in accordance with existing policies and in an effective and efficient manner
  • Exercises the administrative responsibility for the oversight and execution of the Executive Protection Unit, Hazardous Device Unit, Capitol Police and Security, and Fleet Management
  • Establishes and maintains effective inter-departmental, inter-governmental, public and professional liaisons and contacts; interprets organizational programs, policies and objectives to governmental organizations, the public and professional groups
  • Provides input and may direct the preparation of budget proposals and expenditure analysis
  • Acts in absence of the Director by directing day-to-day operations of the Department and committing the Department to specific courses of action; serves as functional or ex-officio member of various governmental, public and/or professional committees and organizations; represents the Director at important meetings and conferences
  • Performs other duties as required or assigned
Required

Skills and Qualifications
  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college AND eight (8) years experience in law enforcement as a sworn law enforcement officer, including at least four (4) years experience supervising a large-scale division or department.
  • Experience with Microsoft Office, including Outlook, Word and Excel.
  • Excellent communication and interpersonal skills required.
  • Knowledge of the Illinois Vehicle Code.
  • Knowledge of best practices for physical security and emergency preparedness and response.
  • Ability to maintain satisfactory working relationships and communicate effectively with all levels of staff, other law enforcement agencies, and the public.
  • Requires possession of a valid Illinois driver’s license and the ability to travel throughout the State to various district offices.
  • Requires the ability to lift, carry, or push/pull up to 90 lbs.
