Chevron Phillips Chemical is seeking an experienced Regulatory Chemist to support product lines’ core business in the petrochemical sector. The Regulatory Chemist will ensure compliance with all relevant regulations and standards, manage regulatory submissions, and provide guidance on regulatory matters as it relates to global chemical management and food contact regulations.

Responsibilities
  • Compiles annual reports for TSCA CDR (Toxic Substances Control Act Chemical Data Reporting)
  • Responds to TSCA Allegations of Substantial Harm
  • Maintains pre-manufacturing notifications in the EPA Central Data Exchange (CDX) or the EU International Uniform Chemical Information Database (IUCLID) for new products; manages interactions with agency representatives regarding follow‑ups
  • Manages Chemical Abstract Services Number (CAS #) requests for all products
  • Manages customer inquiries and associated PRO (Product Regulatory Overviews) documentation
  • Acts as consultant regarding environmental regulations for other CPChem teams; engages with manufacturing plants, research and technology, legal, and product lines; stays up to date on environmental regulations (i.e., RTK, HAPs, RQ, VOCs, etc.)
  • Interprets country‑specific regulatory requirements and develops compliance strategies for implementation; supports country‑specific chemical registrations as needed
  • Partners with Toxicology and Hazard Communications on Global Harmonised System (GHS) entry updates such as classifications and inventories
  • Participates as a company representative in industry‑wide organizations, associations, and other global chemical management efforts, technical committee meetings to address chemical compliance issues of interest to the organization
  • Participates in Product Risk Management Teams to establish, maintain and document hazard, exposure and risk characterization (HERC) processes to determine appropriate risk management actions to reduce risks of products in commerce
  • Maintains product compositions, regulatory information and background SAP data to maintain active Safety Data Sheets for chemicals on‑site at manufacturing facilities and products
  • Interprets global food contact regulations such as U.S. FDA, EU, Canada, Mercosur, China, Japan, and other countries and regions on plastic resins
  • Interprets requirements of U.S. Pharmacopeia (USP) and European Pharmacopoeia (EUP) on plastic resins for drug packaging
  • Responds to customer inquiries on food contact and drug packaging compliance matters and composes food contact and drug packaging compliance statements in Product Regulatory Overview (PRO)
  • Coordinates and interacts with external laboratories for product regulatory compliance testing and troubleshoot non‑compliance testing results
  • Reviews, follows up, and files regulatory compliance documents to meet requirements of Good Manufacturing Practice (GMP) per U.S. FDA, EU, and China food contact regulations
  • Participates in the Raw Material Qualification and Specification Review for chemical regulatory compliance to support Research and Development
  • Performs chemical risk and exposure assessments on residual levels of chemical impurities / NIAS in plastic resins per FDA and EU food contact regulations to ensure compliance
Required Qualifications
  • B.S. Degree in Chemistry, Biology, or closely related field
  • At least 7 years of petrochemical/chemical industry experience
  • Comprehensive knowledge and experience with product regulatory compliance related to chemical management legislations (i.e. TSCA and Reach‑like), and/or food contact regulations (i.e. US FDA, EU, Mercosur, and other regions)
  • Experience in interfacing with regulatory agencies, evaluating, and complying with regulatory requirements
  • Familiar with related fields such as hazard communication and toxicology
  • Experience participating in trade association groups
  • Strong communication skills both written and verbal with experience working on teams from multiple locations
  • Competency in Microsoft Office and the ability to make presentations to a broad audience
Preferred Qualifications
  • MS or PhD
  • Proficient with business related ERP systems such as SAP
