Summary

Incumbent is under the supervision of the Mobility Manager at the Mann-Grandstaff VA Medical Center. The incumbent receives work assignments and direction regarding methods, procedures and schedules from either the Transportation Coordinator and/or Mobility Manager.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement – 03/20/2026. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Screen‑out element:
Your qualifications will first be evaluated against the prescribed screen‑out element – usually question 1 in the online questionnaire. Applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
Drive Safely, Interpret Instructions – Specifications (mobile equipment operations), Motor Vehicles Reliability And Dependability. Without more than normal supervision, Work Practices. Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations. Volunteer work helps build critical competencies – knowledge, skills, and provides training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Note:

A full year of work is considered 35–40 hours per week. Part‑time experience is credited based on time actually spent in appropriate activities. Applicants requesting credit must indicate clearly the nature of duties and responsibilities in each position and the number of hours per week spent in such employment.

Physical Requirements:

The incumbent assists patients into and out of the vehicle and unloads cargo, including boxes of X‑rays weighing up to 50 pounds. The position requires occasional maneuvering and backing of vehicles in and out of tight spaces. When performing Grounds Maintenance and Transportation Operations support duties, the incumbent may be required to lift up to 50 pounds. Possible prolonged standing, sitting, stooping, bending, kneeling, and crawling.

Working Conditions:

The incumbent drives in all types of weather, heavy traffic, interstate highways, and public roads. Exposure to exhaust fumes, noise levels, possible serious accidents, and other hazards normally associated with freeway driving. While performing Grounds Maintenance and Transportation Operations support duties, there is possible exposure to equipment noise, extreme hot and cold temperatures, inclement weather, and exhaust fumes. Must possess a valid and current CDL Class A or Class B license, a State license, a safe driving record, pass a road test, and be medically qualified to operate a motor vehicle safely.

Duties
  • Have a valid and current CDL Class A or Class B license
  • Operate one or more motor vehicles including trucks, van trucks, fuel trucks, stake trucks, and trash removal trucks weighing more than 26,000 and up to 32,000 pounds
  • Operate a dump truck, large multi‑blade lawn mower, and/or tractor
  • Operate passenger or ambulance buses regardless of gross vehicle weight
  • Drive over public roads at highway speeds to transport passengers, patients, supplies, materials, tools, or equipment
  • Transport patients, staff, and visitors to and from the medical center over public highways and within the grounds at the Medical Center
  • Tow equipment throughout rural or urban areas
  • Perform operator maintenance on all vehicles (monitor fluid levels, replace air filters and interior lights, check tire pressure and hose connections, and wash the vehicles)
  • Operate a hydraulic wheelchair lift when the vehicle is equipped to transport patients using wheelchairs
  • Complete pre‑trip vehicle inspections, which include checking brakes, tires, fluids, lights, and lifts
  • Assist the Grounds Maintenance and Transportation personnel with their duties
  • Perform other duties as assigned
