Street-Based Support | Teens 13–17 | Spokane, WA

At Volunteers of America (VOA) Spokane
, we are a licensed Behavioral Health Services (BHS) organization supported by housing, shelter, and outreach programs. Youth outreach is one of those critical support services — creating pathways into care for young people who would otherwise go unserved.

This is meaningful, high-impact work with teens navigating instability, trauma, and real barriers to help.

About VOA Spokane

VOA Spokane delivers behavioral health, substance use disorder (SUD), and supportive services to individuals experiencing housing instability.

Programs like Crosswalk allow youth to access safety, connection, and services in one place. By building trust through outreach, this role helps youth move toward Crosswalk — where they can connect with BHS clinicians, SUD services, GED support, case management, and other stabilizing resources
.

Outreach is often the first step.

What a Day in the Life Can Look Like

No two days are the same, but most include a balance of outreach, stabilization, and coordination.

  • Engage teens (ages 13–17
    ) living in unsafe or unstable environments
  • Build trust through consistent, trauma-informed presence
  • De-escalate crises and assess immediate safety needs
  • Respond to calls and coordinate emergency services when needed
  • Encourage and support youth in coming to Crosswalk for connection and services
  • Accompany youth to appointments to reduce barriers
  • Advocate within school, legal, and service systems
  • Document contacts and maintain compliant records

At times, based on business needs, you may also provide coverage support in the shelter to assist with staffing shortages or call-offs. This ensures continuity of care and safety for youth already connected to services.

Some work happens outdoors in varying weather. Some happens in shelters or community settings. All of it matters.

The Role

The Behavioral Health Youth Outreach Case Manager provides street-based outreach, crisis intervention, and case management for teens ages 13–17
.

This role is a support service within a behavioral health system — not clinical but closely aligned. Your work helps bridge youth into BHS, SUD, education, and long-term supports.

Strong judgment, emotional intelligence, and consistency are essential.

Schedule

Full-time with flexible hours. Outreach may occur during morning, daytime, or evening hours, depending on where the youth are located.

Mobility and schedule flexibility are required.

Key Responsibilities
  • Conduct street-based outreach as part of a coordinated team
  • Build trusting relationships using trauma-informed approaches
  • Provide crisis intervention and stabilization support
  • Encourage youth engagement with Crosswalk and related services
  • Connect youth to behavioral health, SUD, education, and housing resources
  • Advocate to remove barriers to safety and stability
  • Maintain accurate documentation and program records
  • Support grant compliance and community partnerships
Qualifications

Required

  • Bachelor’s degree in Social Services or related field OR equivalent experience
  • Two (2) years of experience working with runaway, homeless, or at-risk youth
  • Valid driver’s license, clean driving record, proof of auto insurance, and reliable transportation
  • Ability to pass WA DCYF Background Check and other required screenings
  • Must be at least 21 years of age

Required certifications (CPR/First Aid, Bloodborne Pathogens, Food Handler Permit, TB testing) are obtained after hire and provided by the agency at no cost.
