DSHS FTAA – Fiscal Analyst 5
The Finance Technology Analytics Administration (FTAA) is seeking a highly skilled and motivated Fiscal Analyst 5 to lead the Time and Attendance section within DSHS Regional Business Center in Spokane, WA.
Under the supervision of the Regional Business Chief, this role acts as a consultant on timekeeping and other fiscal matters by assisting with budgeting for the Region. This position performs professional level financial review and analysis of accounting, budgeting, auditing of fiscal data in accordance with all applicable laws, regulations, and policies. This position ensures all staff supported by Regional Business Center 1 are paid timely and appropriately.
Someof what you'll do:
- Supervise accounting/fiscal staff on the Time and Attendance staff involved in the payment of staff for Region 1 Regional Business Center.
- Provide supervision, leadership, and training to accounting/fiscal staff, ensuring compliance with established fiscal policies and procedures.
- Delegate and monitor the workload that the Time and Attendance team is responsible for completing.
- Interpret and apply applicable laws, codes, contracts, and regulations related to fiscal operations.
- Collaborate with managers and project teams to identify and implement process improvements, ensuring efficiency and safety in operations.
- Develop financial reports for Regional Business Chief by analyzing complex financial data and trends to develop recommendations and options for management.
- Perform and assign internal control audits and risk assessments regarding regional business practices.
- Knowledge of government accounting principles, fiscal management practices, and related regulations and policies.
- Ability to prepare, analyze, and interpret complex financial reports and ensure accuracy in all fiscal transactions.
- Strong leadership and supervisory skills, with the ability to direct, review, and support the work of others.
- Excellent communication and interpersonal skills to build and maintain effective working relationships with staff, management, vendors, and the public.
- Proven ability to establish and maintain organized financial recordkeeping systems and internal controls.
- Skill in coordinating and collaborating across departments to achieve operational goals and process improvements.
- A Bachelor’s degree, including 18 quarter or 12 semester hours in accounting, auditing, or budgeting, AND four to five years of relevant professional experience.
A Master’s degree in a financial-related field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant may substitute for required experience.
Professional experience may substitute for education, but not typically for the required accounting credit hours. Equivalent education and experience will be considered.
