S3R3 SolutionsS3R3 Solutions is a Public Development Authority (PDA) dedicated to fostering economic growth by attracting capital investment, creating jobs, and catalyzing opportunity within the West Plains Airport Area of Spokane County. As a quasi-governmental entity created in July 2017 through a partnership with City of Spokane, Spokane County and Spokane International Airport, S3R3 Solutions enhances regional prosperity through strategic economic development initiatives and investment in infrastructure and land development.
Natureof Work
The Business Development Specialist supports S3R3 Solutions’ business retention and expansion (BRE) and business recruitment efforts through direct business engagement, disciplined outreach, and effective pipeline management. This position works closely with the Executive Director and operates within an established business development framework supported by modern CRM driven pipeline, outreach templates, and activity standards.
The role emphasizes execution, professional judgment, and consistent follow-through. The Business Development Specialist serves as a primary point of contact for many business engagements and plays a key role in translating strategy into measurable business development outcomes. The position includes regular participation in industry events, conferences, and recruitment activities to support outreach, relationship‑building, and pipeline development. Success in this role is demonstrated through consistent outreach activity, well‑maintained pipeline data, advancement of qualified prospects, and strong partner relationships.
Key Responsibilities Business Engagement & Relationship Management- Conduct regular outreach to existing businesses and prospective companies aligned with S3R3’s target industries.
- Lead and participate in structured business meetings, including BRE visits, introductory calls, and follow‑up conversations.
- Build and maintain productive relationships with business owners, executives, site selectors, and partner organizations.
- Identify business needs, opportunities, and risks, and coordinate appropriate next steps.
- Manage day‑to‑day use of the organization’s CRM system, ensuring timely, accurate, and complete tracking of outreach, meetings, and opportunities.
- Maintain an active pipeline of BRE accounts, prospects, and projects with clear next actions and timelines.
- Use CRM tools, automation, and AI‑enabled workflows to support research, outreach, follow‑up, and reporting. (Training provided)
- Conduct outbound prospect research and outreach using established messaging and campaign frameworks.
- Personalize communications and follow up persistently to advance prospects toward active conversations and site visits.
- Support coordination of site visits, including scheduling, meeting preparation, stakeholder coordination, and post‑visit follow‑up.
- Support preparation of RFI and RFP responses by gathering inputs, drafting responses, managing checklists, and tracking deadlines.
- Maintain organized project documentation and ensure accuracy and completeness of submissions.
- Represent S3R3 Solutions at industry conferences, trade shows, and business recruitment events.
- Conduct outreach and relationship‑building before, during, and after events to generate and advance business development leads.
- Capture contacts, insights, and follow‑up actions from events and ensure they are recorded and advanced through the CRM pipeline.
- Prepare concise internal summaries and updates on outreach activity, pipeline status, and emerging issues.
- Provide field intelligence and market feedback to inform strategy, messaging, and program improvement.
- Identify opportunities to improve workflows, coordination, and execution over time.
