Operations Manager, Business Management, Supply Chain / Intl. Trade
The Purchasing Manager plans, organizes, directs, develops, and coordinates the activities of the Purchasing department, including contracting and purchasing; ensures compliance with applicable Federal, State, and local laws and regulations; performs complex procurement activities; performs other duties as assigned. Provides supervision to technical and administrative support staff.
Examples of Duties- Coordinate and manage all purchases of raw materials, finished products, supplies, capital improvements and equipment, and contract services for STA.
- Establish standards for departmental operation.
- Investigate new products and systems. Conduct cost-of-work analysis to evaluate potential savings through change of systems and equipment. Determine quantities to purchase and schedules purchases and deliveries.
- Prepare and issue requests for bid (IFB’s and RFP’s), determine particular and general bid specifications, conduct pre-bid interviews, and analyze quotations and/or proposals. Evaluate and recommend the selection of suppliers.
- Determine and prepare type of purchasing or contractual instrument required, e.g., purchase order, lease, lease/purchase, rent or other method of acquisition.
- Oversee development of legal contractual documents and adjustments with suppliers. Recommend termination of contracts, when necessary.
- Ensure compliance with federal and state regulations and adherence to STA policies and procedures.
- Deliver procurement-related training programs for the department and STA-wide.
- Meet regularly with division and department heads and with members of the business community to conduct normal business and to assist them in understanding how to best utilize the purchasing function and how to do business with STA in a manner advantageous to both.
- Maintain all purchasing records, data, and information to include general purchase and price records, bid specification files, catalog files, and all other records required to assure the effectiveness and efficiency of the purchasing function.
- Supervise assigned employees.
- Recommend best method of obsolete asset disposal and performs these responsibilities in accordance with STA regulations on a timely basis, as necessary.
- May assist in fulfilling DBE requirements for the agency in the absence of the Procurement Director.
Training & Experience
A Bachelor’s degree in business, accounting, or public administration with a preferred emphasis in purchasing, and five (5) years related work experience including direct responsibility for procurement, specification preparation, and employee supervision. The educational requirement may be substituted, on a year for year basis, with related post-secondary education, training, professional certification, and/or additional qualifying work experience.
Physical Requirements
The physical requirements of this position are mostly sedentary in nature and require communication orally or in writing. This position must occasionally handle and move inventory materials and parts.
Computer Skills
Experience with in the Microsoft environment and with ERP systems, Tyler Munis preferred.
Annual salary of $92,849 – $124,428 depending on qualifications
