Position: Facilities Manager (Compliance and Audit)

Overview

Can you lead the delivery of high-quality facilities services that meet the needs of all building users? Do you have experience managing Total Facilities Management (TFM) contracts to ensure effective service provision? Have you successfully overseen compliance and facilities operations within a complex property or estate environment? If so, we'd love to hear from you! The Property & Facilities team manages a diverse portfolio of circa 480 sites around the UK to meet the requirements of HM Coastguard for Rescue Coordination Centres, Coastguard Rescue Centres and radio sites, UK Maritime Services Marine Offices and other key functions of the Maritime & Coastguard Agency (MCA) such as the Agency Headquarters (HQ).

Responsibilities
  • The Facilities Manager (Compliance & Audit) has responsibility for the effective delivery of facilities services for all building users including staff, visitors, clients and tenants.
  • Ensure that the physical environment is fit for purpose and that premises and facilities are fully compliant with regard to health and safety, providing the organisation with the appropriate level of FM services and support for operational requirements.
  • Oversee and manage on a day-to-day basis the Total Facilities Management (TFM) contract to ensure that the Agency's buildings are properly maintained, safe and compliant within the agreed budget.
  • Manage, monitor and improve the Facility Management Services provided via third parties, ensuring delivery to the required quality and standards against agreed Key Performance Indicators within the approved budget.
  • Develop, agree and implement processes, procedures and guidance to support Building Custodians at site level.
  • Provide help, support and advice to staff nationally across all sites with any Facilities-related enquiries.
  • Implement, manage and review a program of audits on the Agency's buildings and facilities to verify contract compliance and that works/services meet the required standard.
  • Undertake reactive and remedial works to ensure buildings are fit for purpose, safe and compliant; produce briefs and specifications with relevant stakeholders and ensure works are carried out after liaison with colleagues across the Estate.
  • Audit contractor works on site (directly or indirectly) to check compliance with Construction & Design Management (CDM) regulations, health and safety requirements; work closely with Health & Safety teams to ensure practices comply with legislation and MCA policies.
  • Review information from inspections and recommendations by the TFM contractor regarding lifecycle upgrades and replacements; make recommendations to the Head of Facilities, Head of Property and Assistant Director of Estates, including costs, timescales and impact assessments.
