Seven Resourcing is looking for two Human Resources Business Partners to join a local authority’s People & Organisational Culture team. These senior-level roles offer the opportunity to shape people strategy, influence organisational change, and support leaders across a large, diverse workforce.
Position detailsJob title: Human Resources Business Partner
Location: Southampton (hybrid – 1 day per week on-site)
Positions available: 1 full-time role and 1 part-time role (18.5 hours per week)
Pay: £24.46 per hour (PAYE) / £31.14 per hour (Umbrella)

What you'll doKey Responsibilities
- Develop and deliver people strategies that support service and organisational objectives.
- Provide expert advice on employee relations, performance, conduct, and engagement.
- Lead and support organisational change programmes and workforce redesign activity.
- Use HR data and analytics to identify trends and inform decision-making.
- Ensure compliance with employment legislation and internal HR policies.
- Coach and mentor managers to improve leadership capability and people management.
- Build strong working relationships with leaders, employees, trade unions, and partners.
- Maintain high standards of documentation, reporting, and case management.
- Contribute to continuous improvement, risk management, and organisational development.
- Level 6 qualification or equivalent experience.
- CIPD Chartered status or significant HR partnering experience.
- Strong understanding of employment law, HR best practice, and public sector policies.
- Experience managing complex ER cases in a unionised environment.
- Proven ability to lead and support change initiatives.
- Strong communication, influencing, and analytical skills.
- Ability to manage competing priorities and work independently.
- Experience working with a wide range of stakeholders and building credible relationships.
