What you'll be doingAs a Street Works Officer, you'll play a key role in supporting the Street Works Manager to ensure high standards of performance, compliance, and network management for utility, third-party, and internal works across the highway network.
Your Day-to-day Responsibilities
- Producing timely and accurate monthly, quarterly, and annual performance and financial reports for utilities, the City Council client, and internal senior management teams.
- Conducting random audits of the street works register, identifying non-compliance, issuing penalties where appropriate, and tracking trends to drive improvements.
- Preparing, issuing, and managing draft fees and charges to utilities, raising invoices, and actively pursuing payments to maximise income recovery in line with contract targets.
- Monitoring highway works, events, and activities to ensure effective network management and compliance with the Southampton Roadworks Permit Scheme.
- Identifying and resolving non-compliance or performance issues promptly to meet legal and contractual requirements.
- Providing professional advice and guidance to the wider contract team on compliance with the New Roads & Street Works Act, Traffic Management Act, Highways Act, and related legislation.
- Liaising with utilities, customers, local authorities to maintain positive relationships, address queries, and achieve contractual service KPIs.
- Updating and maintaining accurate information on public-facing systems (e.g., One-Network) and the National Street Gazetteer (NSG) to meet statutory obligations.
- Supporting system testing, process improvements, and implementation of changes to works processes to enhance performance or comply with evolving government legislation.
- Contributing to health & safety compliance, personal development, and mentoring new team members as needed.
This role offers a great mix of analytical reporting, regulatory compliance, stakeholder engagement, and proactive network coordination—ideal if you enjoy detail-oriented work with real impact on public infrastructure and road user experience.
Desirable Knowledge and Experience- Proven experience working in a Network Management environment, with a strong understanding of road and highway operations.
- A solid working knowledge of Permit Schemes for road and street works, including compliance and application processes.
- Demonstrable experience of successfully working to targets and delivering under tight deadlines in a fast-paced setting.
- Strong PC literacy, with confident use of Microsoft applications (in particular Word and Excel).
- Working knowledge of Street Works management systems, such as Street Manager, Confirm, NSG, and one.network.
- Educated to GCSE standard (or equivalent).
- Current NRSWA Street Works Accreditation (New Roads and Street Works Act qualification).
- Lantra 12D T7 qualification (or equivalent) – providing knowledge of temporary traffic management principles for managers and client officers.
- A full UK driving licence (valid and clean preferred).
