About The Position:

The City of South El Monte with respect to its public health priorities, is well prepared to enforce local, state, and federal ordinances related to the sale and distribution of E-cigarettes, flavored tobacco, and other tobacco products, and deliver tobacco education and health awareness programs. The Code Enforcement Officer position is a 3-year program and will enhance tobacco enforcement, youth, and adult purchase assessment, a tobacco retail license program, and a task course to coordinate efforts between the WCLA and South El Monte Code Enforcement Division.

The Code Enforcement Division will implement the South El Monte Tobacco Enforcement Program, participate in requisite staff training, and administered the program in accordance with the Tobacco Grant Program Grantee. The code enforcement staff will increase vendors and retailers of tobacco related products access to educational resources and training tools. This effort will raise vendors and retailers awareness of local, state, and federal, tobacco ordinances.

Duties may include, but are not limited to, the following:

  • Code Enforcement Officers and WCLA staff will identify and investigate tobacco vendors/retailers throughout the City to establish compliance with local, state, and federal tobacco ordinances to limit access and sales of tobacco related products to minors.
  • Code Enforcement Officers and WCLA staff will conduct youth and adult purchase assessment, inspection, check advertising locations, and sales. All inspections will be documented, reviewed and scheduled for post-inspection.
  • Investigates public complaints and makes recommendations concerning corrective measures.
  • Issues warnings to violators specifying violations, corrective actions, and compliance dates.
  • Explains and interprets City, County and State ordinances to violators.
  • Gathers data and maintains daily inspection logs, records, and files.
  • Collects evidence such as videos, photographs to help investigation; prepares comprehensive written reports.
  • Prepares and refers cases to the City Prosecutor; testifies in court as required; coordinates with the prosecutor by collecting and evaluating information of complaint; confers with City Prosecutor and violators to resolve cases prior to court appearance.
  • May develop alternative methods to achieve code compliance in accordance with established guidelines.
  • Prepares case files to obtain property ownership information and other relevant documentation to conduct investigation and enforcement action.
  • Follows up on prior violations by preparing correspondence, site visits and communications with complainants, attorneys, and property owners.
  • Performs related duties as assigned.
Experience:

Three (3) years of experience in public contact work involving interpretation of codes.

Education:
  • High school diploma or equivalent.
  • Certificate of Achievement in Police Academy/Basic Police Academy Module I, College courses 21.5 Units in PAC
    075D-Basic Course Module I or PAC
    075G-Basic Academy Intensive Modular I code enforcement is preferred.
Additional Requirements:

Conducts and investigates on weekend and after-hours patrol as directed.

Licenses and Certificates:
  • Possession of valid California driver's license and a satisfactory driving record.
  • Post Certificate-832 (citation authority class) is preferred.
  • Possession of Certification from Southern California Association of Code Enforcement Officials for completion of Code Enforcement Officer Training (Basic Course) is preferred.
