Overview
Manages the day-to-day activities for assigned agencies within the Office of Public Transit (OPT). Manages the compliance, budget and guidance of assigned programs. Responsible for the development and implementation of policies and procedures for the OPT. Serves as the subject matter expert.
Responsibilities- Manages the transit planning activities for assigned areas. Serves as the Transit Planner and liaison to assigned agencies and maintains effective and productive working relationships with local officials and staff. Represents the Office of Public Transit at internal and external meetings to communicate and acquire key information. Attends public transit meetings within assigned program areas and prepares presentations when necessary.
- Manages the application for and disbursement of transit funding for assigned programs while ensuring compliance with relevant federal and state laws and regulations. Manages the execution of assigned transit sub-recipient agreements and develops and implements compliance policies and reporting processes to ensure the effective and efficient use of federal and state funds. Develops, implements and manages SCDOT's procedures for identifying sub-recipients.
Regularly reviews the sub-recipient procedures, processes, and applicable documentation, and recommends changes to Director of lntermodal & Freight. - Manages and monitors compliance requirements as identified for assigned agencies to include three-year compliance reviews, annual sub-recipient reviews and other internal SCDOT audits to ensure compliance with federal and state programs.
- Provides oversight to a team that is responsible for managing contracts, vehicle and facility assets and program compliance. Reviews and interprets assigned program regulations and guidance and ensures staff members are adequately trained and are adhering to program regulations. Performs other related duties as assigned.
- A bachelor s degree and three (3) years of relevant program experience; or an approved acceptable equivalence. A valid motor vehicle operator s license is required.
The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
