Scope of Work / Deliverables

South Carolina Department of Public Safety (SCDPS) seeks a turn‑key SharePoint‑based internal communications hub that will allow the Office of Public Affairs and the Office of Information Technology (Client) to independently maintain the design and content upon project completion.

3.1 Design & Branding
  • Develop a visually cohesive design aligned with the SCDPS brand identity.
  • Create landing pages for each division and core functional area.
  • Design a visual‑centric homepage with static and dynamic tiles, rotating banners, and quick‑link buttons.
  • Include an events overview section (calendar‑based or text‑based).
  • Ensure ADA/Section 508 compliance and mobile responsiveness across all components.
3.2 Development & Configuration
  • Configure SharePoint site collections, subsites, or hub site structure.
  • Build core Employee Resource Hub sections for each division/department with tailored functionality.
  • Implement key features including:
    • Employee Features (written & video)
    • Accomplishments & Awards
    • Leadership Vision (Teams events, video messages, Q&A functionality)
    • Division/Department Events
    • Brand Central:
      Downloadable assets (logos, templates, letterhead)
    • OHR Announcements:
      Benefits, forms, contacts, onboarding
    • Client Section:
      Ticket submission, password reset, training materials
  • Implement search functionality for easy navigation.
  • Enable admin access for designated users to manage department pages.
  • Allow scheduling of posts, updates, and events.
  • Support multimedia uploads (MP4, MP3, JPG, PNG, PDF, OFT).
  • Enable polls, feedback, and idea submission to agency leadership.
  • Provide analytics tracking for site traffic and user engagement.
  • Configure custom site URL (e.g.,  or ).
  • Ensure integration with Microsoft Teams, You Tube, and calendar systems.
  • Coordinate with the Department of Administration to align with state standards.
  • Provide full administrative control to designated Client and Public Affairs staff.
3.3 Security, Governance & Compliance
  • Configure Azure AD authentication and single sign‑on (SSO).
  • Align with SCDPS and State cybersecurity standards.
  • Implement data retention policies and audit logging.
  • Ensure compliance with accessibility and records retention policies.
3.4 Testing & Quality Assurance
  • Conduct functional, usability, and security testing.
  • Facilitate User Acceptance Testing (UAT) with division representatives.
  • Document and resolve all defects prior to final approval.
3.5 Training & Documentation
  • Provide comprehensive training for site administrators and content contributors.
  • Deliver technical and user documentation for ongoing maintenance.
3.6 Deployment & Post‑Launch Support
  • Deploy the approved Employee Resource Hub to production.
  • Migrate content, configure permissions, and validate functionality.
  • Provide post‑launch support and issue resolution during the contract term.
  • Offer on‑demand support for any backend issues after project completion.
  • Project Timeline & Milestones
    • The Employee Hub must be released within 6 months from contract award.
Roles & Responsibilities SCDPS Responsibilities Office of Information Technology (Client)
  • Appoint a Project Manager to oversee the initiative.
  • Approve deliverables and sign‑offs at each milestone.
  • Manage the SharePoint contractor and technical implementation.
  • Lead security and infrastructure coordination with the Department of Technology Operations (DTO).
  • Conduct technical testing and enforce change control processes.
  • Partner with Public Affairs to conduct stakeholder interviews.
  • Evaluate current content repositories for migration prioritization.
Office of Public Affairs
  • Serve as project sponsor.
  • Develop and validate SharePoint requirements and branding materials.
  • Conduct functional testing and provide final approvals for production deployment.
  • Communicate with stakeholders and ensure policy compliance.
  • Approve major deliverables, changes, and project closure.
Contractor Responsibilities
  • Develop a site map and information architecture tailored to the Employee Resource Hub.
  • Collaborate with stakeholders to translate business needs into SharePoint solutions.
  • Design, develop, and customize SharePoint workflows, pages, and applications.
  • Provide ongoing system support, monitoring, and maintenance.
  • Implement and maintain security configurations to protect sensitive data.
  • Manage project execution, timeline, and communication.
  • Create technical documentation and user guides.
  • Deliver end‑user and administrator training to ensure adoption.
  • Implement the SharePoint solution per approved requirements.
