Site HR Business Partner

GENERAL

POSITION SUMMARY:

PG 18

The Site HR Business Partner serves as the senior-most HR leader at the mill, responsible for setting and executing the HR strategy in alignment with business objectives. This role provides strategic direction, operational oversight, and leadership across all HR functions, including talent management, employee relations, organizational development, and compliance. The Site HR Manager partners closely with mill leadership and corporate HR teams to drive cultural transformation, workforce engagement, and operational excellence.

This position leads the site HR team, including direct supervision of HR Business Partners and support staff, and ensures consistent delivery of HR processes and initiatives. The Site HR Business Partner is accountable for fostering a high-performance, inclusive culture and for implementing people strategies that support business growth, reliability, and continuous improvement.

Ideal candidates will bring deep HR expertise, strong business acumen, and a proven ability to lead through influence, navigate complexity, and deliver measurable impact in a fast-paced manufacturing environment.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:

  • Lead the development and execution of site-level HR strategy in partnership with plant leadership and corporate HR
  • Oversee all HR operations, including talent acquisition, performance management, employee engagement, training, and succession planning
  • Serve as a strategic advisor to site mill leadership on workforce planning, organizational design, and change management
  • Ensure compliance with federal, state, and company policies; manage risk and resolve complex employee relations issues
  • Champion diversity, equity, and inclusion efforts to build a culture of belonging and accountability
  • Drive communication strategies that align employees with business priorities and foster transparency
  • Lead and mentor the site HR team, promoting development, collaboration, and operational excellence
  • Own and continuously improve core HR processes, leveraging data and best practices to enhance impact
  • Represent HR in cross-functional initiatives and contribute to enterprise-wide projects and programs

QUALIFICATIONS REQUIRED:

  • Bachelor’s degree in Human Resources, Business Administration, or related field required;
    Master’s degree preferred
  • 7+ years of progressive HR experience, including leadership roles in manufacturing or complex environments
  • Proven success in leading HR teams and managing strategic initiatives with measurable outcomes
  • Expertise in employee relations, organizational development, talent strategy, and change leadership
  • Advanced proficiency in HRIS systems and Microsoft Office; strong analytical and decision-making skills
  • Exceptional communication, coaching, and influencing abilities across all levels of the organization
  • Deep understanding of employment law, compensation strategy, benefits, and compliance
  • Demonstrated ability to lead through ambiguity, drive transformation, and align HR with business goals
