Role Summary
Director, US State Affairs to advocate at the state government level and, as needed, at the local level on behalf of Johnson & Johnson Services, Inc., our operating companies, and the patients we serve in the states of Florida, Georgia, South Carolina and Alabama. The bulk of the advocacy will be in Florida, Georgia and South Carolina, and the selected candidate would ideally be based in one of those states.
Responsibilities- Represent the Corporation, including Innovative Medicine and Med Tech, before state government legislative, administrative, regulatory, and executive levels and, in some instances, local jurisdictions.
- Develop, implement, and execute strategies that inform and shape the state legislative and regulatory process to enable patient and provider access to innovative therapies and medical solutions, and that deliver business growth.
- Establish and maintain contact with state and local government branches to implement strategic plans and deliver favorable public policy solutions.
- Develop and maintain strong relationships with J&J Facility Leaders and their teams in states where J&J has a site.
- Draft and advance legislative and regulatory policy proposals in collaboration with internal partners and external stakeholders.
- Develop and lead relationships with trade, professional, allied organizations, educational institutions, organized labor, and other stakeholders to drive state priorities.
- Identify, analyze, and report on legislative and regulatory issues and healthcare trends; recommend and manage a course of action.
- Participate in and lead internal work streams dedicated to key issues or interests of the Corporation or J&J US State Affairs.
- Assume leadership responsibilities for key external stakeholder organizations and deliver engagements with measurable outcomes.
- Identify and shape state public policies that promote favorable coverage, reimbursement, and access to products and services in government programs.
- Implement strategies to protect and enhance an open business climate in legislation and regulations by state and local entities.
- Participate and lead positions on industry associations, steering committees, and networking organizations.
- Maintain office records and resources, ensuring proper reporting, planning, and advising on state governmental activities.
- Adhere to healthcare compliance requirements and all applicable government lobbying laws.
- Bachelor’s degree is required.
- Experience and Skills:
- Minimum of 10 years of business-related experience.
- Minimum of five (5) years in government and/or the public policy arena; exposure to public policy issues in Florida, Georgia, and South Carolina preferred.
- Prior experience as a lobbyist at the state or federal level required; state affairs-specific experience preferred.
- Deep understanding of political environment and legislative/regulatory processes, including budget development, in the assigned states.
- Background in drafting and advancing legislative and regulatory proposals.
- Experience leading a team and collaborating across multiple public policy disciplines.
- Solution-oriented, strategic approach to complex business issues.
- Healthcare industry knowledge, including legislative/regulatory trends, payers, markets, and competition (preferred).
- Proven execution excellence.
- Ability to process substantial health, product, and healthcare system information and apply to legislative/regulatory contexts.
- Influencing skills and ability to communicate complex information clearly to varied audiences.
- Self-starter with strong prioritization, and excellent oral and written skills.
