National Guard Title 32 Excepted Position

This is a National Guard Title 32 Excepted position for a HR SPEC, Position Description Number PDD
1030000, and is part of the SC HRO, South Carolina Army National Guard. Responsibilities work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. This position is located in the JFHQ-State Human Resources Office (HRO). The purpose of this position is to perform position classification and provide position management advisory services to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State.

Trains and provides technical assistance to lower graded specialists.

This is a National Guard Title 32 Excepted Service position open to the following area of consideration (AOC):

  • Area 1:
    Current employees of the South Carolina Army National Guard (Tenure 1 and
    2)
  • Area 2:
    Current members of the South Carolina Army National Guard
  • Area 3:
    Any individual eligible for membership in the South Carolina Army National Guard

General Experience Requirements:

Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized Experience Requirements:

Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Title 32 Excepted Service Series GS-0201 Qualification Requirements:

  • The Priority Placement Program's criteria is ALWAYS processed and cleared PRIOR to advertising T32 Excepted Service positions, via Job Vacancy Announcements.
  • Prior to Title 32 Excepted Service appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.
  • Prior to Title 32 Excepted Service appointment, must possess and provide a valid federal government-issued identification card as required for military membership.
  • Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
  • As a basis of continued Title 32 Excepted Service employment/appointment to a GS-0201 position, the employee must complete the Human Resources Program education, training, and certifications for the GS-0201 position as identified on this qualification standard and the employee's Individual Development Plan.
  • The Title 32 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required education, training, or certifications for the Title 32 DST GS-0201, Human Resources position.
  • As a basis of continued Title 32 Excepted Service employment/appointment to the GS-0201 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
  • Conditions of Employment & Notes:

    • Must be able to obtain and maintain the appropriate security clearance of the position.
    • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
    • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
    • May occasionally be required to work other than normal duty hours; overtime may be required.
    • The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
