General Responsibility

This position supports all of South Carolina public safety communications, interoperability and emergency operations. Employee serves as the Statewide Interoperability Coordinator (SWIC), the state single point of contact for First Net (SPOC), and as an ESF-2 (Communications) lead member of the State Emergency Response Team (SERT) and assisting with statewide interoperability, disaster/emergency communications support and recovery. Position interfaces with numerous federal, state and local public safety agencies in the performance of their duties.

Specific Duties
  • Serve as the Statewide Interoperability Coordinator (SWIC), participate in federal, state, and regional communications interoperability planning including but not limited to:
    National Council of Statewide Interoperability Coordinators (NCSWIC), FEMA Region IV Emergency Communications Coordination Working Group (RECCWG), the SC Palmetto 800 Advisory Committee, and others as needed.
  • Maintain and revise, as needed, the SC Regional Response Team (RRT) Statewide Communication Plan while working closely with SLED communications personnel.
  • Serve as Executive Director/Chair for the SC Statewide Interoperability Executive Committee (SIEC) and provide guidance and direction to the membership.
  • Participate in all SC Emergency Management ESF-2 (Communications) responsibilities including planning, exercises, responses, disaster recovery, and communications outages. Includes staffing ESF-2 at SCEMD to maintain 24/7 operations.
  • Serve as SC s Single Point of Contact (SPOC) for First Net. Participate in First Net national and regional meetings. Lead First Net planning activities, and coordinate and disseminate First Net information to state and local agencies.
  • Coordinate the Communications Unit (COMU) qualification process to ensure proper delivery of DHS CISA communications training programs and accurate credentialing of COMU personnel.
Qualifications
  • Bachelor s degree in computer science, business administration, management information science or a related field and experience in telecommunications, public safety, and/or emergency management.
  • Relevant experience may be substituted for a bachelor s degree on a year-for-year basis.
  • Must possess a combination of three (3) years of experience involving public safety telecommunications systems (trunked, conventional, etc.).
  • Ability to analyze and interpret complex telecommunications data and to communicate the information and systems capabilities to both non-technical and technical personnel.
  • Experience and knowledge of computers, communications networks, public safety radio systems, and interoperability planning.
  • Must have NIMS certification for ICS-100, ICS-200, IS-700, and IS-800.
  • ICS 300, ICS 400, COML, and COMT certification must be completed within two years of employment.
  • Exceptional verbal and written communication skills are essential.
