Overview

Responsibilities

Responsibilities of the Accountant/Fiscal Analyst: Performs the accounts payable functions of the agency. Serves as primary processor of scholarship invoices received from Institutions of Higher Learning (IHLs). Responsible for reconciliation of each expenditure for each scholarship program. Ensures revenue received by the agency is deposited. Serves as primary processor of Commissioner travel reimbursements. Works with other staff at the Commission on Higher Education to reconcile revenue received for programs in their areas.

Specific job functions include but are not limited to the following:

  • Responsible for the accounts payable section of the Fiscal Affairs office to include invoices and travel reimbursement requests. Ensures transactions are correctly entered in the South Carolina Enterprise Information System (SCEIS). Serves as primary processor of agency goods receipts in SCEIS, PO invoices, and responds to inquiries regarding accounts payable.
  • Serves as primary processor of scholarship invoices from the institutions for payment.
  • Ensures cash and check revenue received by the agency are deposited. Completes deposit transmittal form identifying the correct General Ledger (GL) account, Cost Center,

    Functional Area

    , and Funding information for each cash, check, and ACH wire revenue submittal. Follows up on account receivable documents.
  • Serves as Commission Board Members travel approver.
  • Updates Licensing and PASCAL divisions on their deposits and invoices. Reconciles fee revenue deposits with Licensing staff. Track scholarship refunds.
  • Perform other tasks as assigned.
  • Must have a bachelor’s degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking. An associates degree in a related field plus two (2) years of professional working experience may be substituted in lieu of a bachelor’s degree.
  • Must have working knowledge of the South Carolina Enterprise Information System (SCEIS).
Additional Requirements
  • Position may be required to report to work during emergency situations.
  • Knowledge of the principles, practices, theories and terminology of accounting, banking, budgeting, or financial management.
  • Knowledge of state government fiscal accounting processes.
  • Knowledge of financial ERP systems.
  • Knowledge of office practices and procedures.
  • Knowledge of financial statement analysis.
  • Knowledge of state and federal regulations and laws applicable to the area of employment.
