Job Title: Finance Manager
Location: Downtown Columbia, SC
Pay Range: $66,400 – $95,000
This role is with the Division of Procurement Services. The Finance Manager will lead and oversee the division's fiscal management operations, ensuring financial accuracy, compliance, and strategic oversight. The Finance Manager will provide leadership to the finance team, drive process improvements, and manage budgeting, payables, receivables, vendor reports, collections, audits, and inter/intra-agency financial activities.
About the RoleThe Division of Procurement Services is seeking a Finance Manager to lead and oversee the fiscal management operations of the division. This role plays a critical part in ensuring financial accuracy, compliance, and strategic oversight. The Finance Manager will provide leadership to the finance team, drive process improvements, and manage budgeting, payables, receivables, vendor reports, collections, audits, and inter/intra-agency financial activities.
Key Responsibilities- Lead the day-to-day operations of the division’s financial management activities, including budgets, receivables, payables, audits, and vendor reports.
- Provide strategic oversight of the Finance unit, driving process improvement, efficiency, and continuity.
- Prepare and submit the division budget, financial reports, and accounting documentation.
- Perform in-depth analyses to ensure accuracy of accounting information.
- Lead, coach, and supervise direct and indirect reports.
- Ensure compliance with state fiscal and budgetary processes.
- Strong understanding of accounting, auditing, budgeting, and financial management principles.
- Knowledge of state governmental fiscal and budgetary processes.
- Ability to interpret and analyze complex financial data and reports.
- Skilled in financial systems (EDP preferred).
- Strong leadership, communication, and organizational skills.
- Ability to plan, assign, and review the work of others effectively.
- Bachelor’s degree in accounting, finance, business, or related field.
- Professional experience in accounting, auditing, finance, or banking.
- Experience with SCEIS Finance
. - CPA designation (preferred, not required).
- Lead financial meetings
- Complete financial accounting and forecasting
- Deliver reports and metrics to leadership
- Bachelor's degree or higher in Finance or related field; 5 - 7 years of relevant experience
- Fluency in Microsoft Office suite (Outlook, Excel, Word, PowerPoint, etc.)
- Detail-oriented and analytical
