Job Responsibilities
Manages the Quality Control unit within Pavement Management. Oversees employees in evaluation of pavement management data. Conducts field reviews to verify data as necessary.
Responsible for preparing and maintaining rating specifications for asphalt and concrete pavements. Develops an FHWA approved Quality Control Program for all Pavement Management Data.
Produces pavement quality and optimization reports to meet the needs for federal report requirements, project ranking priority, SCDOT's pavement management software system, the Maintenance Assessment Program (MAP), and other reports as needed.
Produces, maintains, and enhances Highway Pavement Management Application (HPMA) section data views (or current software applications similar function), decision trees, and deterioration models. Serves as liaison and coordinates with pavement management software vendor for system upgrades and maintenance issues. Updates pavement management application software attributes (e.g., Annual Average Daily Traffic (AADT), Functional Classification) as needed to ensure calculations are performed using up to date data.
Coordinates workflow and distribution of subordinate engineers and acts as the Pavement Management Engineer in their absence. Performs other related duties as assigned.
Minimum And Additional RequirementsA bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator’s license is required.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards.
May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
