Responsibilities
- Supervises the operations of the Work Zone Control section, leading engineering personnel in the evaluation, design, and application of work zone traffic control.
- Manages the design of work zone traffic control plans and specifications for construction and maintenance projects, ensuring the preparation of plans and provisions complies with schedule requirements.
- Supervises the design and reviews the effectiveness of Transportation Management Plans, including designs, special provisions, and supplemental specifications for work zone traffic control.
- Manages and leads compliance with the Rule on Work Zone Safety and Mobility, coordinating the evaluation process for determining significant projects.
- Oversees the implementation and update of SCDOT policies and practices regarding The Rule.
- Provides advice, expertise, and assistance to Department staff and external partners on the design and application of traffic control devices, coordinating with other divisions within the department to provide contract documents and special provisions for traffic control elements of design build projects.
- Develops work zone traffic control specifications regarding implementation of the work zone traffic control plan and for all traffic control devices for the development of new or revised specifications.
- Evaluates devices proposed by vendors and contractors for effectiveness and use in traffic control plans.
- Conducts semi‑annual work zone traffic control field reviews in association with the FHWA and other divisions to improve the work zone traffic control plans and methods from design to implementation.
- Performs other related duties as assigned.
- A bachelor’s degree in Engineering.
- Six (6) years of engineering work experience.
- Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors.
- A valid motor vehicle operator's license.
The physical demands for the essential functions involve sitting or standing at a desk for extended periods of time. This position may require occasional travel, bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards may be required. The employee may be required to work outside normal business hours or respond to emergency situations.
