Overview
The Michiana Area Council of Governments (MACOG) is seeking an organized and driven professional to serve as Land Bank Manager for the MACOG Regional Land Bank.
As Land Bank Manager, you will manage properties in the land bank inventory throughout the property lifecycle including acquisition and disposition, application and proposal management, outreach, and ongoing compliance monitoring. This is a highly collaborative role where you will work closely with diverse stakeholders including land bank applicants, realtors, developers, third party contractors, and municipal and community partners. If necessary, as Land Bank Manager, you will represent the land bank and its applicants at variance meetings, as well as other public site-related meetings.
This role presents an opportunity to deeply engage with the region and drive lasting change in regional housing and community investment.
The Land Bank Manager will report to the Director of the Regional Housing Collaborative and be responsible for management of properties in the landbank inventory throughout the property lifecycle. Additionally, this role will facilitate the property application and disposition processes and will engage in community outreach initiatives.
Primary responsibilities include:
- Manage properties in the land bank inventory including property maintenance, property insurance, and vendor work (demolitions, surveys, site clean outs, boarding, emergency repairs, etc.).
- Facilitate acquisition transfers and title work (including quiet title action) working closely with code enforcement and a title company to legally clear title.
- Facilitate disposition transfers and title work (including the recording of project agreements at closing) working closely with realtors and land bank applicants.
- Manage the application process including fielding land bank inquiries, explaining the land bank process to the public, directing applicants to apply for property under the appropriate disposition programs, and maintenance of land bank property listings.
- Thoroughly assess land bank applications to ensure capacity for development ( development goals, timelines, financial capacity and project costs) and assist land bank applicants in matters of zoning, site preparation and permitting.
- Present project and applicant information and recommendations to the MACOG Regional Land Bank Board of Directors and any committees.
- Manage compliance and facilitate takebacks of previously sold non-compliant land bank properties, ensuring all land bank properties sold are compliant with project agreements.
- Conduct community outreach activities to gather community feedback and input and to inform the community about the land bank and related programming.
- Assist the Director of the Regional Housing Collaborative with reviewing, iterating, and designing land bank programming as needed.
- Other related duties as assigned.
The ideal candidate will bring a combination of experience in managing complex projects, guiding grant processes, and collaborating with diverse stakeholder groups to successfully ensure proper stewardship of property in the land bank inventory and facilitate productive and impactful land use for attainable housing and revitalization.
- Experience managing complex projects and concurrent operating streams.
- Ability to liaise and collaborate with diverse stakeholder groups including strategic partners, vendors, clients, etc.
- Knowledge of grant or award program structures in a municipal or nonprofit setting.
- Comfortability using digital project management tools and learning to navigate new tech tools and interfaces.
- Excellent verbal and written communication skills.
- High level of motivation and self-direction, with the ability to set goals, prioritize tasks, and drive projects to completion.
- Ability to work both independently and collaboratively.
- Is a licensed realtor or will become a licensed realtor.
