Position: Employment Manager (IN, South Bend)

SALARY

up to $68,000 annually

POSITION SUMMARY

The Employment Manager is responsible for administering and enforcing anti-discrimination laws and serving as the office’s subject matter expert on employment laws and the Americans with Disabilities Act (ADA). This role investigates discrimination complaints across employment, education, public accommodation, sexual harassment, and housing, and provides educational outreach to businesses, community organizations, and government entities. The position also advises the Executive Director on complaint resolutions and ensures compliance.

SUPERVISION EXERCISED

Acts as lead in the Executive Director and Housing Manager’s absence. Trains staff on intake procedures for employment, education, and public accommodation cases. Assist in supervising personnel and manages the EEOC process and database management.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Conduct thorough investigations of discrimination complaints, including interviews, fact-finding conferences, on-site visits, and conciliation efforts.
  • Intake and draft complaints in employment and other areas as needed.
  • Prepare comprehensive Final Investigative Reports (FIRs).
  • Facilitate educational seminars and workshops for businesses, community groups, and government agencies on civil rights topics.
  • Maintain confidential case files and documentation.
  • Manage an active caseload and meet monthly case production quotas.
  • Stay current on civil rights laws, regulations, and case precedents.
  • Complete investigations within mandated timelines (120 days for employment cases; 100 days for housing cases).
  • Train and mentor investigative staff; review and approve FIRs in the Executive Director’s absence.
  • Lead by example to promote responsibility and integrity.
  • Cultivate a culture of accountability and excellence.
  • Plan and coordinate EEOC and Human Rights Commission community events, workshops, and seminars.
  • Prepare monthly, quarterly, and annual EEOC reports; process vouchers for funding reimbursement.
  • Develop and deliver internal training programs for department staff.
  • Occasional travel, weekend events and evening work required.
NON-ESSENTIAL/MARGINAL FUNCTIONS

Answers phones, assist customers, and performs other duties as required by the Executive Director.

EDUCATION/QUALIFICATIONS
  • Bachelor's Degree in Human Resources, Public Administration, Sociology, Paralegal or a related field
  • Minimum of five years' experience in Civil Rights enforcement or related field
  • Minimum of three years' experience in supervising or managing a team
KNOWLEDGE AND ABILITY

Working knowledge of City or County government a plus.

CERTIFICATES, LICENCE, REGISTRATION
  • Valid Indiana Driver’s License if required to drive City vehicle
EQUIPMENT

Desktop and laptop computer; telephone, copier, and facsimile machine.
