General Description
Under general supervision, provides professional engineering work as required for the planning, design, construction and maintenance of the District water and wastewater facilities; administers agreements and contracts; performs hydrologic forecasting and watershed management; performs and/or coordinates periodic inspections of construction projects; reviews water and wastewater system design and modeling performed by others; prepares and administers grant and loan applications and programs;
participates in budgeting activities; provides technical assistance to other District departments, and performs other related duties as assigned.
Assistant Engineer is the entry level, unlicensed, class in this series. This class may receive technical and/or functional supervision from any higher class in the series, and direct supervision from the Senior Civil Engineer or District Engineer. Incumbents perform more routine tasks and duties assigned to positions within the series. As experience is gained, may perform more varied or complex tasks.
Employees at this level are not expected to perform with the same independence of direction or judgement on matters allocated to the Associate, Civil or Senior Civil Engineer levels. This class may be alternately staffed with Associate or Civil Engineer, and incumbents may advance after gaining experience, and consistently performing work of the higher-level class.
Associate Engineer is the second level class in the series. This class may receive technical and/or functional supervision from any higher class in the series, and general supervision and direction from the Senior Civil Engineer or District Engineer. Incumbents perform a variety of tasks and duties assigned to positions within the series with more independence and judgement. This class may be alternately staffed with Civil Engineer or Senior Civil Engineer, and incumbents may advance after gaining experience, becoming a licensed professional civil engineer, and consistently performing work of the higher-level class.
Civil Engineer is the journey level and first licensed professional civil engineer in the series. This class receives technical, functional, general supervision and direction from the Senior Civil Engineer or District Engineer. Incumbents are assigned the full range of professional duties and perform them with more independence and judgement than Associate Engineer receiving only occasional instruction or assistance as new or unusual situations arise and are fully cognizant of the operating procedures and policies of the District.
This class may be alternately staffed with Senior Civil Engineer, and incumbents may advance after gaining experience, demonstrating leadership competency, and consistently performing work of the higher-level class.
Senior Civil Engineer is the highest level in the series and may perform full first-line supervisory responsibilities over other engineers and engineering technical staff, and significant specialized duties including planning, assigning, and evaluating the work or subordinates, and undertakes responsibility and leadership for major projects from initial planning through construction completion or program areas within the department from concept to full implementation.
This class may exercise functional, technical, and general supervision and direction over other engineers in the series and receives technical, functional, and general supervision and direction from the District Engineer or the General Manager.
Essential responsibilities and duties may include, but are not limited to, the following:
- Perform contract administration assuring compliance with contract provisions; records administration, documentation and retention; perform and/or coordinate project inspections; interface with contractors; recommend and/or review project change orders.
- Administer water and sewer service agreements for compliance with agreement provisions.
- Assist in planning and directing the work of engineering personnel in long- and short-range planning for water and sewer service.
