Position Purpose

Provides direction and oversight for Maintenance, Outage, and Projects personnel to drive standards and expectations in behaviors. Develops contract terms and conditions for implementation and execution work within assigned projects. Oversees performance management for contract and staff augmented employees. Directs or performs planning and estimation tasks for projects and work orders, ensuring quality product delivery.

Job Dimensions

Supervisory Responsibility:
Oversight and direction for personnel within purview. Provides direct supervision during secondment assignments and indirect supervision of integrated joint project/work teams for planning, scoping, and estimating work. Budget Responsibility:
Manages approved spend plans and performs CTS or FIA duties for contracts executing implementation work.

Principal Accountabilities
  • Serve as technical subject matter expert for field work job safety, execution requirements, financial planning, human performance, and operational risk.
  • Perform or review estimates for assigned work (conceptual, design, implementation).
  • Ensure field work activities meet safety, standardization, quality, and housekeeping compliance.
  • Handle programmatic requirements such as safety manual, fatigue rule, asbestos abatement, Appendix R, scaffolding, and painting programs.
  • Document field observations in the approved observation database; provide input for CAP and action completion.
  • Develop project or work requirements to ensure implementation success.
  • Implement design packages in a manner consistent with fleet approach, meeting quality, budget, and schedule requirements.
  • Review scope, cost, and schedule; provide status reports and solutions with emphasis on early problem identification.
  • Develop efficient and innovative implementation solutions aligned with operational and technical requirements.
  • Coordinate with integrated joint project/work teams to plan, scope, and estimate across all phases.
  • Identify and secure resources for estimation, work requirements, planning, and implementation.
  • Administer, manage, and maintain responsibility for all contractors performing services on assigned work.
  • Develop and review change documents for scope funding and schedule changes.
  • Ensure additional contract partners support budget and schedule/milestone adherence.
  • Review and recommend technical sections of proposals during competitive bidding.
  • Provide approved contractor work release forms prior to initiation; control spending per work order.
  • Present modifications data and input at design review meetings during the design phase.
  • Provide input for project scoping, engineering study, or engineering scoping documents from study to implementation phases.
  • Review and approve supplemental oversight plans and safety plans.
  • Act as CTS (contract technical steward) or FIA (field invoice approver) when requested.
  • Ensure compliance with the Adverse Employment Actions process and provide documentation when needed.
  • Support Outage or Project Control Center and Emergent Issue Management.
  • Perform other duties as assigned.
Minimum Requirements
  • Education: Bachelor’s degree in engineering or related science; completion of 4-year craft apprenticeship or equivalent with 2 years power plant experience, 1 year nuclear power plant experience, and 0.25 year onsite experience. Requires nondestructive testing familiarity, craft knowledge, and understanding of electrical, pressure vessel, and piping codes and standards.
  • Experience: Minimum 8 years in nuclear plant modification, maintenance, design, operation, or quality assurance. Prior supervisory experience in maintenance, modifications, projects, site services, or planning and technical activities.
  • Certification/License: Must obtain and maintain requirements for nuclear plant unescorted plant access, TVA FLS, FLDP. Must be willing to assume “on-call” rotational assignments (24/7…
