Job Description

DESCRIPTION: The Superintendent directs and coordinates activities concerned with administration of the town system in accordance with board of education standards:
Formulates plans and policies for educational programs and submits them to the school committee for approval. Administers program for selection of school sites, construction of buildings, and provision of equipment and supplies. Directs preparation and presentation of the school budget and determines the amount of school bond issues required to finance educational programs. Addresses community and civic groups to enlist their support.

Interprets program and policies of school system to school personnel, to individuals and community groups, and to governmental agencies. Coordinates work of the school system with related activities of other school districts and agencies. Ensures that laws applying to attendance of children at school are enforced. Supervises examining, appointing, training, and promotion of teaching personnel. Supervises personnel services, curriculum development and business administration.

QUALIFICATIONS:

  • Must have completed relevant graduate study
  • 10 years experience as a teacher, administrator or supervisor in a public school system.
  • The Superintendent shall be certified as a Superintendent by the Rhode Island Department of Education

REPRESENTATION STATUS: Individual Employment Contract with the District

DUTIES & RESPONSIBILITIES:

  • Acts as the Chief Executive representing the school committee and carries out those duties under the authority of the General Laws of RI and under such rules and regulations as are made by the school committee under their authority as defined and granted by the General Laws of RI.
  • Oversees the development of an excellent educational program through curriculum and teaching approaches to meet the needs of individual students of all ability levels.
  • Demonstrates enthusiasm for classroom teaching in a superior staff through training, encouragement, support and inspiration.
  • Develops new and effective channels of communication within the school system and with appropriate municipal officials. Administers a program of supervision for all schools, employees, and supervisors who report directly to the Superintendent.
  • Directs inspection of all activities of the school system.
  • Monitors cost-effective management of the school system.
  • Oversees developing and improving curriculum.
  • Maintains a high degree of visibility within the School Department.
  • Assumes responsibility for own professional growth and development, for keeping current with literature and new research finds.
  • Accepts ultimate responsibility for the financial activities of the department.
  • Supervises and evaluates the preparation, presentation, and management of the annual budget.
  • Supervises and evaluates development and implementation of the annual budget development calendar.
  • Supervises and evaluates leadership in the process of fiscal planning and budget development.
  • Oversees the processing and submission of required reports to the State Department of Education and other governmental agencies.
  • Establishes efficient procedures to maximize income and utilizing effective controls for all expenditures of school funds in accordance with the adopted budget.
  • Reports on the status of the budget and the general financial affairs of the schools.
  • Annually coordinates and establishes district-wide priorities and goals.
  • Submits annual administrative goals for the next school year and reports on the accomplishments of the goals of the preceding year.
  • Offers professional advice to the committee on items requiring committee action, with appropriate written recommendations based on thorough study and analysis.
  • Delegates, at their own discretion, to other employees of the school department, the exercise of powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the Superintendent of final responsibility for the action taken under such delegation.
  • Recommends to the School Committee and supervises the effective carrying out of all constitutional or statutory laws, state department regulations, and School Committee Policies.
  • Acts on own discretion if action is necessary in any matter not covered by School Committee Policy, reports such to the School Committee as soon as possible, and recommends policy in order to provide guidance in the future.
  • Prepares, with the advice and consent of the School Committee, the agenda for School Committee meetings. Attends all meetings of the School Committee, except when evaluation session is being performed, and, special committees as may be established by the School Committee.
