Johnston County Inspections Department aspires to lead by example. The Inspections Department has an immediate opening for a full-time Code Enforcement Officer.

An employee in this class performs the highest level of inspections work. Work involves the review of building construction and renovation plans to ensure compliance with state building codes for construction in all five trade areas of building, plumbing, electrical, mechanical and fire at certification level III primarily and certification level II and I secondarily. Work may involve daily field checks in an assigned area of the County to inspect construction work in various stages of completion.

Considerable independent technical judgment is required to interpret provisions of established codes, regulations and technical guidelines.

Working is routinely performed in an indoor, office environment; may require some work in the field with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gasses, poor ventilation etc.). Work is performed under general supervision of the Minimum Housing/Plan Review Supervisor and is evaluated through consultations and review of reports and personal conferences.

  • Performs advanced plan review of blueprints, sketches, surveys, schematics, specifications, for compliance of codes and varying degrees of regulation pertaining to construction, alteration, and repair of structures and appurtenances within residential and commercial disciplines.

  • Makes recommendations of changes in pursuit of compliance via written, verbal and electronic communication.

  • Reviews, researches, summarizes and has general working knowledge of data typical with construction methods, industry standards and leading technology.

  • Provides technical expertise, advice and guidance related to all NC Building Code compliance questions and interpretations.

  • Serves as a technical or procedural resource in the plans examination process.

  • Prepares and maintains official records including reports of activities.

  • Performs advanced technical commercial plans review for new or existing buildings, structures and/or building systems to determine compliance with applicable building codes, laws and regulations.

  • Reviews plans for code compliance as it relates to renovations, alterations, additions and/or field revisions.

  • Researches project-related information.

  • Performs field evaluations and investigations as needed.

  • Consults with design professionals; determines and documents compliance issues

  • Advices contractor in interpreting and applying code provisions

  • Meets with and/or corresponds with building contractors, engineers, property owners and other interested parties to provide and/or receive information, explain and interpret building codes and regulations, and provide guidelines on the application and/or appeals process.

  • Considerable knowledge of state and local ordinances and codes related to building construction at the Level I, II or III Certification in all skilled trade areas.

  • Ability to establish and maintain effective working relationships with supervisors, peers, contractors, builders and property owners.

  • Ability to establish and maintain accurate records of work activities.

  • Coordinate deadlines, prioritize work demands, and assign/monitor work performed.

  • Perform technical plan review and inspection to determine building/building system code compliance.

  • Ability to identify alternate solutions to building code compliance issues.

  • Thorough knowledge of the materials, methods and practices used in building construction including electrical, plumbing, mechanical, heating ventilation and/or those related to environmental protection or solar energy.

  • Considerable knowledge of local, state and national building codes.

  • Ability to multitask and set/follow effective work priorities and procedures.

  • Ability to identify and resolve problems related to work performed.
