Position PurposeThe on‑site Quality Control Manager (QCM) oversees daily QC responsibilities on the USCG task order under the IDIQ contract in Sitka, AK. The QCM ensures the project is constructed in accordance with the established minimum standards and specifications, reviews documentation, coordinates with subcontractors and clients, and documents a quality product.
Essential Duties and Responsibilities- Lead planning, development, and implementation of the Quality Control Management Plan and system for all work divisions.
- Establish and lead quality control initiatives, activities, and corrective actions.
- Review project specifications to ensure on‑site work complies with contract requirements.
- Review shop drawings and submittals for conformance with project specifications; coordinate approvals.
- Conduct weekly QC meetings with the superintendent and provide daily QC reports as required by the contract.
- Manage Non‑Conformance Notices and the Request for Information process through corrective action.
- Manage and resolve issues in conjunction with the project superintendent and project manager.
- Record daily quality control observations and take photos of progress.
- Maintain project submittal logs and other quality control reports.
- Verify and document that all materials received are in conformance with approved submittals and contract specifications.
- Conduct pre‑construction meetings with the superintendent and subcontractors.
- Document and maintain test and inspection logs; ensure testing facilities, laboratories, and equipment meet specification requirements.
- Conduct follow‑up inspections to verify compliance with contract documents and approved submittals.
- Coordinate testing and commissioning of building systems.
- Record and distribute contractor punch list items, government punch list items, and verify completion before final inspection.
- Document final inspections, certificates of occupancy, and acceptance of completed work.
- Maintain daily as‑built drawings.
- Assemble and submit project closeout documents including O&M manuals and warranties.
- Stop work if necessary to resolve matters that affect safety or quality.
- Other duties as assigned.
- High School Diploma or GED.
- At least five (5) years of recent experience on at least five (5) multi‑million design‑bid‑build federal renovation projects with multiple trades.
- Knowledge and experience implementing the USACE Three Phases of Quality Control.
- Working knowledge of Adobe, Microsoft Excel, Outlook, and Word.
- Strong interpersonal and written/written communication skills.
- Self‑starter, well organized, able to work independently with minimal direction.
- Able to adapt to constant change.
- Knowledge of acceptable construction site practices, safety and health regulations.
- Understanding and implementing applicable local, state, and federal codes.
- Must be able to obtain and hold general clearance for access to military installations.
- Valid Driver’s License compliant with REAL .
- Must pass pre‑employment background check and drug screening.
- Must be local to Sitka, AK or willing to relocate.
- Work schedule is six days/week, 10 hours/day.
- USACE Construction Quality Management for Contractors (CQM‑C) certificate or ability to obtain at hire.
- Federal / DoD construction project experience preferred.
Must be able to stand and walk for prolonged periods and sit for administrative duties.
Working EnvironmentWorks indoors and outdoors, exposed to various weather conditions. Hazards include heavy equipment, noise, chemicals, asbestos, lead paint, contaminated soils, road traffic, and remote location challenges.
