About the Silver Spring Urban District (SSUD)The Silver Spring Urban District provides enhanced services to the Central Business District to ensure downtown Silver Spring remains clean, safe and attractive, supporting a vibrant social and business climate.
SSUD services include ambassadorship, security, streetscape maintenance, walkway repairs, tree maintenance, marketing, promotions, and special events.
Position OverviewProgram Manager II (Urban District Manager) – full‑time. This role strategically leads and manages operations of the Silver Spring central business district, guiding the district’s workforce, shaping community and business engagement standards, and maintaining safety and health regulations while coordinating with multiple agencies.
Key Responsibilities- Lead and manage the district’s team, including the Clean and Safe (“Red Shirts”) team, overseeing personnel, operations, and leadership.
- Build and sustain relationships with local businesses, community groups, and county agencies to keep the district vibrant.
- Oversee daily operations such as streetscape maintenance, public space improvements, and coordination with public works teams.
- Maintain detailed records, manage inspections, and communicate effectively across departments.
- Design and implement special projects that enhance cleanliness, safety, and appeal, contributing to program evaluation and cross‑sector collaboration.
- Manage the budget, preparing reports, projections, analyses, and action plans.
- Represent the Urban District in internal and external meetings with developers, residents, businesses, and stakeholders.
- Initiate and direct planning projects and service delivery to align expansion with district priorities.
- Manage a leadership team of over twenty union‑represented employees, updating operational systems, policies, and procedures as needed.
- Manage contracts, preparing RFPs, reviewing bids, administering funds, and overseeing contractor performance.
- Coordinate with private, county, and state stakeholders to align plans and resources affecting services.
- Conduct management studies, including organizational analysis, productivity improvements, policy development, and system design.
- Repair projects – sidewalks, walk/bike paths, curbs, ramps, and light construction.
- Landscaping management – grounds and tree maintenance.
- Beautification and safety – graffiti abatement, street sweeping, lighting repair.
- Promotion – community and business outreach, activities, and special events.
- Coordination with county agencies, local businesses, and outside organizations.
This position requires excellent written and verbal communication skills.
It requires possession of a valid driver’s license and the ability to drive a county vehicle to inspect work sites, monitor progress, and attend meetings outside the office.
Selected individuals will be considered essential employees and must report to work during general emergencies or liberating leave.
ExperienceFive (5) years of professional experience related to financial management, human resource management, budget administration, contract administration, or working in an urban district or business improvement district environment.
EducationGraduation from an accredited college or university with a bachelor’s degree.
EquivalencyEquivalent combinations of education and experience may be substituted.
LicensePossession and maintenance of a valid Class “C” (or equivalent) driver’s license at all times from the applicant’s state of residence.
Medical ProtocolPre‑employment medical evaluation, including physical examination and drug screening.
