HJF is seeking a Program Manager to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees a highly complex scope of work.

This position will be in support of the Traumatic Brain Injury Center of Excellence (TBICoE) in Silver Spring, MD. The TBICoE is a branch of the Research Support Division in the Research and Engineering Directorate (R&E) of the Defense Health Agency (DHA). DHA is a Federal Program within the Department of Defense (DoD). TBICoE, known previously as the Defense and Veterans Brain Injury Center (DVBIC), has been congressionally mandated since 1992 and is currently a matrixed research, dissemination, and knowledge translation program, supporting warfighter brain health and readiness by advancing the traumatic brain injury state of the science and clinical standards.

TBICoE’s mission to support the warfighter is executed through subject matter experts embedded across DHA facilities with expertise in TBI clinical research investigations, surveillance, clinical tool development and training, cognitive monitoring and assessment, and dissemination of TBI tools, products, and education/training materials to DoD medical personnel, service members, including Guard, Reserve, and operational medics/corpsmen, veterans with TBI, and families/caregivers of the warfighter.

Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.

HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

This position is contingent upon contract award.

Responsibilities

• Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams). Establish and maintain effective working relationships on matters of mutual interest. Track and report on progress and outcomes.
• Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.
• Supervise, advise and guide Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
• Support and participate in planning, creation and submission of proposals and agreements as requested.

• Direct Supervisor:
  Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

• Bachelor's degree required;
  Master’s degree preferred in a health, business management or administrative related field required. Ten years of experience managing a similar requirement as that outlined in this contract may be accepted in lieu of educational minimums.
• More than ten years of experience working with government agencies, contracting and program management required.
