We are seeking a Project Manager (PM) to oversee delivery of a high-visibility financial analytics platform supporting government-wide budget planning and execution. This cloud-based solution—hosted in a FedRAMP-compliant AWS environment—enables robust data analytics, reporting, and decision support across multiple organizational levels. The PM will serve as the single point of contact with the federal agency’s Program Manager and lead all aspects of contractor performance including system development, operations & maintenance (O&M), change management, and user support.

This leadership role involves active engagement with federal stakeholders, oversight of multidisciplinary teams, and full accountability for schedule, deliverables, risk management, and quality assurance. The PM will ensure timely submission of program documentation, lead recurring progress reviews, and manage planning for off-hours and emergency support.

Remote with periodic onsite at Silver Spring, MD.

Supervisory Responsibilities
  • Lead and coordinate cross-functional contractor teams (developers, Dev Ops/cloud engineers, analysts, help desk, and training personnel).
  • Assign and oversee an alternate PM with authority to act in the primary PM’s absence, ensuring continuity of operations.
Essential Functions / Responsibilities Program Leadership & Governance
  • Serve as the single contractor point of contact with the agency's Financial Analytics Program Manager, providing updates on technical developments, risks, and stakeholder communications.
  • Implement and manage the approved project plan, including change control and governance processes.
  • Align technical and delivery schedules with agency leadership, managing deviations and risk mitigation plans.
  • Deliver monthly status reports detailing technical progress, labor utilization, financial data, and project milestones; lead monthly progress meetings and ad hoc briefings.
Scope Delivery – System Development, O&M, and Support
  • Manage requirements gathering sessions with agency subject matter experts and stakeholders to guide solution design and development.
  • Oversee ongoing support and enhancements for platform modules including budget planning, execution reporting, program performance dashboards, and capital investment tracking.
  • Maintain multiple environments including Production, Staging, Training, Test, and Development.
  • Lead user support operations including help desk management, documentation updates, training sessions, and ongoing user engagement initiatives.
Deliverables & Documentation
  • Plan and deliver key administrative and technical documents including the Project Management Plan, Business Continuity Plan, system design documentation, release management artifacts, test plans, and organizational staffing plans.
  • Ensure documentation remains current and accessible throughout the program lifecycle, typically finalized within 180 days of contract award.
Security and Compliance
  • Comply with all applicable information security requirements and agency-specific protocols.
  • Ensure all personnel complete mandatory security training and adhere to confidentiality standards governing federal data systems.
Basic Qualifications
  • Bachelor’s or Master’s degree in Computer Science, Information Systems, Business, Engineering, or related field; or equivalent practical experience.
  • Minimum 4 years of experience managing complex IT programs involving cloud-based development, analytics, operations, and end-user support.
  • Proven experience communicating and collaborating with government stakeholders including Contracting Officers (CO), CORs, and Federal Project Managers.
Preferred Qualifications
  • Experience supporting financial management platforms, budget execution tools, or enterprise analytics systems—particularly in cloud environments.
  • Familiarity with Agile methodologies, iterative development cycles, and human-centered design approaches.
  • Project Management Professional (PMP) and/or Scaled Agile Framework (SAFe), Scrum, or similar certifications.
  • Experience managing after-hours production support and incident response in mission-critical environments.
