Data Analyst, IT Consultant
Overview
Quality Assurance Specialist – Engagement Team Member with Pro Sidian Consulting, supporting FDA CFSAN IT System Lifecycle Development and Management Services. Full-time position within the FDA engagement scope, focusing on IT lifecycle, software quality assurance, and related project management activities as described below.
Responsibilities- Task 1:
Project Management – provide task order level project management to establish control, monitoring and notification mechanisms to keep task orders on track to milestones and performance measures. Use FDA templates as applicable; draft templates for approval if none exist. - Task 2: O&M and DME Architecture Support – deliver architecture support to form end-to-end automated systems that meet CFSAN business and mission needs, advancing from current state to envisioned future state.
- Task 3:
Development, Modernization, and Major Enhancement – provide full lifecycle development support, including requirements elicitation, design, code generation, testing, deployment, and documentation; develop and evolve designs, interfaces, automation scripts, workflows, reports, and templates; ensure deliverables meet standards and business requirements. - Task 4:
Systems Integration and Engineering – support integration of information systems with SOA orientation and re-use of existing components where feasible. - Task 5:
Data Migration and Management Support – provide data management activities aligned with data architectures, policies, and lifecycle needs. - Task 6:
Operations and Maintenance (O&M) and Support – maintain lights-on IT portfolio availability, reliability, and security; maintain, support and evolve code, scripts, reports and templates; analyze impact of infrastructure and software changes. - Task 7:
System and Data Disposition – identify and implement retirement and consolidation of systems and data per lifecycle dispositions. - Task 8:
Training Support for O&M and DME – devise training plans, materials and sessions for stakeholders; obtain COR review and approval. - Task 9:
Transition Activities – execute smooth transition-in and transition-out to ensure continuity and transfer knowledge, data, and artifacts between contractors.
Enterprise Performance Lifecycle (EPLC) Agile Methodology – FDA HHS EPLC framework provides methodology for planning, managing and overseeing IT projects across the life cycle.
Qualifications and ExperienceTeam Pro Sidian Personnel Experience – Experience designing, developing, implementing, communicating, administering and evaluating human resources programs (compensation, classification in large, dispersed organizations); ability to design pay for performance programs, expertise in job analysis and FLSA determinations, knowledge of federal compensation and regulatory environments; ability to tailor compensation programs to public-sector contexts.
Quality Assurance Specialist – Engagement Team Member Qualifications – Experience in configuration management, verification and validation, software testing and integration; establish and maintain software quality processes throughout the lifecycle; conduct reviews; ensure issue resolution and user satisfaction; supervise configuration management.
