The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $76,742 - $122,603 based on the candidate’s qualifications and experience.

Who We Are Looking For

The Department of Environmental Protection is seeking a knowledgeable and experienced Permitting and Code Compliance Inspector III to join a team of dedicated professionals in the Stormwater BMP Inspection and Maintenance Section, within the Watershed Restoration Division to help ensure the proper maintenance and compliance of stormwater management systems across Montgomery County. and Experience

The successful candidate will have the following experience, knowledge, and skills:

  • Extensive hands‑on experience – at least seven (7) years – in the maintenance and construction of stormwater management Best Management Practices (BMPs), including Environmental Site Design (ESD) practices. At least one of those years must have been in a code compliance/enforcement capacity.
  • Considerable knowledge of construction materials and methods, with the ability to quickly and accurately read and interpret construction plans and specifications; to understand the sequencing of site work construction, protection of work in place; and to determine when stormwater management work meets or fails to meet standards.
  • Ability to recognize improper construction practices and code violations which may result in faulty, substandard, or hazardous conditions.
  • Strong communication skills and the ability to resolve complaints and issues with professionalism and poise even in challenging situations.
  • Ability to prepare and maintain accurate and complete records and reports, using a variety of equipment, to include computers (using MS Office software) and mobile devices.
  • Ability to safely operate motor vehicles.
What You'll Be Doing

The Stormwater Maintenance and Inspection Program is responsible for inspecting and ensuring the maintenance of all public and private stormwater management facilities within Montgomery County (excluding the municipalities of the City of Rockville, Gaithersburg, and Takoma Park). This includes ponds, levees, bioretention, underground facilities and ESD practices throughout the county.

This position will be responsible for inspecting, investigating, and facilitating the maintenance of privately maintained stormwater BMPs; verifying and/or approving contractual inspector's work; conducting follow‑up inspections; and utilizing enforcement protocols to achieve compliance objectives of Chapter 19, Article II of the Montgomery County Code and the Municipal Separate Storm Sewer System (MS4) Permit.

Key duties and responsibilities include, but are not limited to the following:

  • Assessing and responding to complex inspection reports of stormwater BMPs performed by contracted inspectors and, where repairs are needed, working directly with property owners to relay and interpret inspection report findings.
  • Overseeing repair work of stormwater BMPs identified in inspection reports, ensuring they are restored to proper function and compliance.
