Support the architecture behind NOAA’s environmental intelligence enterprise, through clear, accessible, and controlled technical documentation.

The Office of Systems Architecture and Engineering (SAE), within NOAA’s National Environmental Satellite, Data, and Information Service (NESDIS), provides the strategic framework for satellite architecture planning, systems engineering, and long-term investment analysis. SAE ensures that NOAA’s observing systems are technically sound, strategically aligned, and positioned to meet evolving weather, climate, and environmental data needs.

Science and Technology Corporation (STC) is seeking a Scientific Technical Writer (Section 508 Subject Matter Expert) to provide writer-forward support to SAE’s strategic and technical documentation portfolio. This position plays a critical role in developing, editing, and ensuring accessibility compliance for high-visibility systems engineering, policy, and planning documentation.

In addition to leading technical writing and accessibility efforts, the selected candidate will learn and support configuration and change management processes, working alongside configuration management leadership supporting NOAA programs. This provides an opportunity to expand into document control, configuration governance, review boards, and lifecycle management processes in a structured federal systems engineering environment.

This role is ideal for a strong technical writer who wants to grow into configuration and change management while contributing directly to NOAA’s satellite architecture mission.

• Develop, edit, and maintain SAE documentation including:
  Strategic plans and architecture documents, Policies and procedures, Systems engineering handbooks, Requirements documentation, Briefings, white papers, reports, and executive-level materials
• Translate complex scientific, engineering, and programmatic concepts into clear, concise, and well-structured documentation.
• Support structured document review cycles, including tracking, adjudicating, and incorporating stakeholder comments.
• Coordinate updates to NOAA and SAE internal and external communication platforms, including: NOAA Google Sites, SAE Google Site, SAE Intranet, NESDIS communication channels
• Collaborate closely with technical leads, program managers, engineers, and communications staff to ensure consistent messaging and document quality.

• Serve as SAE’s resource for Section 508 compliance in accordance with the Rehabilitation Act of 1973.
• Review and remediate deliverables (PDF, Word, PowerPoint, Excel, and other electronic media) to ensure accessibility compliance.
• Provide guidance to writing teams and stakeholders on accessibility best practices and evolving federal standards.
• Participate in working groups and meetings to present Section 508 strategies and solutions.
• Monitor updates to federal accessibility regulations and implement improvements in document development workflows.
