** PURPOSE SUMMARY.
** The Community Engagement Specialist serves on the front lines of Doña Ana County’s community engagement team. Assist with all interaction (electronic, written, telephonic, and in-person) and provide a superior experience for team members, County Commissioners, Department Directors, residents and employees with confidentiality (where necessary), professionalism, integrity and the highest quality of service. Responsible for in- processing and managing resolution of complaints.
** ESSENTIAL DUTIES.
** 1. Engagement Services
* Manage in-person inquiries for service and information.
* Manage telephone inquiries and external and internal referrals for service and information.
* Function as the intake point for citizen inquiries by phone, email, County website portal, walk- ins, and referrals.
* Provide clear and informative communication when addressing community questions or concerns.
* Maintain a customer response management database system to track, monitor, and report on constituent and County responses.
* Ensure timely communication and information flow between citizens and elected officials.
* Facilitate positive interactions on behalf of the County Manager’s Office and Doña Ana County.
* Work collaboratively with department directors, managers, and elected officials in addressing constituent inquiries.
* Establish relationships and work cooperatively with County elected officials, management staff, boards, County Commissioners, employees, neighborhood and community leaders, and the public.
2. Community Resource Center Management
* Ensure activities and events conducted in community resource centers comply with authorized uses and related agreements.
* Advise on policies to enhance the management, efficiency, and operation of community resource centers.
* Ensure that all users comply with County policy as well as local, state, and federal regulations, including the anti-donation provision of the New Mexico Constitution.
* Account for all payments for community center rentals and report to appropriate County departments.
* Manage key access and security for all community resource centers.
* Serve as the single point of contact for all stakeholders, visitors, participants, and users of community resource centers.
* Facilitate coordination among users to promote complementary activities and effective use of center facilities and services.
* Ensure community resource centers open and close at designated times to accommodate user needs.
* Maintain and coordinate the schedule for community centers, ensuring alignment with County programs, public meetings, and community events.
3. Event Planning and Coordination
* Manage the scheduling, organization, and coordination of ice rink events.
* Assist with planning and coordinating events related to government relations.
* Schedule and plan events for the County Manager, including logistics, venues, agendas, preparation, coordination, and on-site support.
* Conduct community outreach to monitor events and activities requiring County response or participation.
* Conduct seminars or workshops to provide information to County residents concerning health, safety, and welfare.
4. Title VI Complaint Intake
* Receive all external reporting hotline complaints on behalf of the County.
* Notify the County Manager, Assistant County Manager(s), and County Attorney or designee of complaints received.
* Follow up to ensure investigations are conducted and receive memorandum summarizing outcomes.
* Respond to complainants to confirm receipt, provide updates, solicit additional information, and communicate outcomes.
* Track and maintain all information on the Hotline website.
5. Administrative Support
* Review, stamp, and organize correspondence.
* Maintain a digital tracking system for correspondence.
* Draft and prepare proclamations for the Board of County Commissioners.
* Coordinate with relevant departments and stakeholders to gather background information and supporting materials for proclamations.
* Develop talking points for Commissioners, ensuring accuracy, conciseness, and audience appropriateness.
* Conduct research as needed.
