Overview
Procurement and Subcontracts Specialist:
In this role, you will ensure that all procurement, subcontract management and ethics activities are conducted in a manner that supports SBCC's internal organizational goals, while also facilitating the mission requirements of government customers. You will manage the internal processes for SBCC's 1099/Independent Contractor and Subcontracts program. 1099/Independent Contractor includes onboarding new hires, modifying existing 1099's, and terminating 1099's when necessary.
This will include tracking and monitoring all 1099 personnel contractual training requirements. Subcontract Management includes planning, negotiating, awarding and administering subcontracts in support of SBCC programs. This role ensures subcontractor performance meets technical schedule, cost, and compliance requirements, including all applicable FAR, DFARS, and customer-specific flow-down obligations. You will serve as the primary interface between SBCC and its subcontractors, driving supplier performance and mitigating risk throughout the subcontract lifecycle.
You will serve as the primary point of contact for any procurement and/or ethical concerns or questions and ensure that they are addressed in a timely and appropriate manner. You will be responsible for maintaining and monitoring the organizational ethics program based on the procedures outlined in SBCC's Ethics Policy. This will include ensuring that all employees are aware of ethical standards and principles, providing training on ethical conduct, conducting internal reviews, and ensuring that the organization complies with all applicable laws and regulations.
- Understand the SBCC business model and role in each line of effort (Commercial Integration, Commercial Engagement, Education Services, and Wargaming).
- Understand internal process flow and key business tools (Teams, Costpoint, Asana, etc.) required for performance of duties.
- Advise companies on their mission model canvas based on their product/service, business type/size, and technology maturity level.
- Provide real-time feedback to companies along with project managers, program managers and senior military advisors.
- Identify key authorities that exist under FAR for Small Businesses and each of their subcategories.
- Understand Small Business Innovation Research (SBIR)/Small Business Technology Transfer Research (STTR) program phasing (from Phase I to Phase III), unique requirements for each phase, and the differences between SBIR and STTR grants.
- Assist technical experts, or end-users, in developing Requirements Packages to include but not limited to:
Statement of Work (SOW), Statement of Objectives (SOO), Performance Work Statement (PWS), Market Research Report (MRR), and Independent Government Estimates (IGE). - Develop and provide training to SBCC personnel on various contracting specific topics based on organizational requirements.
- Understand and provide guidance on internal procurement activities and assist in routine actions.
- Be familiar with associated business operations and functions and understand key interface points, communication requirements, and execution overlap.
- Review company investment strategies and identify risks for dual-use companies; become familiar with commonly used investment technology and understand key integration points between investment community players and small businesses (both commercial and internally focused).
- Manage internal 1099/Independent Contractor program including all new hires, modifications of existing 1099 agreements, and terminations of 1099 agreements.
- Direct and manage requirements that are levied on the subcontractors and is required to ensure performance and support of the contract milestones. Ability to assess priorities, demonstrate flexibility, and understand sense of urgency.
- Excellent written and verbal communication, facilitation, and presentation skills.
- Bachelor's Degree in business, supply chain, contracts, or related field (or equivalent experience)
- Experience in subcontract management, procurement or contracts administration
- Working knowledge of FAR, DFARS and government contracting practices
- Strong negotiation, communication, and analytical skills
- Ability to manage multiple priorities in a fast-paced environment
- Experience supporting DoD or Federal government programs
- Working knowledge of the Small Business Innovative Research (SBIR) Program
- Experience with Costpoint
- Ability to interpret complex contract terms and flow-down requirements
- CPSR compliant environment experience
