Functional Consultant 3 (Mid-Level, JOPES & Trans Viz)

Position is contingent upon contract award.

  • Engage with government stakeholders and users to gather, clarify, and document software requirements and system needs.
  • Translate business analyses into actionable technical roadmaps and collaborate with developers to ensure proper implementation.
  • Develop and execute test cases and validation documents to confirm all requirements and code changes function as intended.
  • Perform system testing, retesting, and troubleshooting; document and demonstrate results and fixes for government review.
  • Prepare and deliver presentations, milestone reports, and system documentation such as SOPs, CONOPS, and user guides.
  • Monitor system performance, analyze issues or data anomalies, and provide recommendations or corrective actions.
  • Support user training, onboarding, and day‑to‑day functional assistance across applications and tools.
  • Maintain functional accounts and web content on the USTRANSCOM portal as needed, and provide recurring status and performance reports.
  • Schedule and attend meetings and working groups to identify system improvements and align with mission objectives.
  • Manage workload independently and meet deadlines for assigned projects and deliverables.
  • Coordinate and lead system and application training as needed, providing follow‑up and hands‑on support after initial sessions.

Requirements
  • Master’s in IT, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering, and 8+ years of experience.
  • Bachelor’s in IT, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering, and 10+ years of experience.
  • Associate’s degree and 12+ years of experience, plus an active CompTIA Security+ or SSCP certification.
  • Must hold an active DoD secret clearance or higher.
  • Familiarity with software development processes, with the ability to elicit, document, and translate user and system requirements into actionable development tasks.
  • Strong analytical, problem‑solving, and communication skills, with the ability to effectively train users on various systems and applications.
  • Must be comfortable working on‑site with occasional travel, supporting on‑call or after‑hours needs as required (including the opportunity to report within 2 hours if needed), and willing to obtain relevant certifications to meet future client or contract requirements.
Preferred
  • Experience creating and executing test cases, test plans, and validation documentation.
  • Prior experience with JOPES, TRANSVIZ, GVS, Thunderbird, File Transfer, Global Decision Support System (GDSS), Scheduling and Movement Interface (SMINT), Global Video Services (GVS) and/or TEAMS, Rapid Query Tool, Time‑Phased Force and Deployment Data (TPFDD) Management Tool, Web Scheduling and Movement, SQL, Sun Secure Global Desktop, UNIX, Shell Scripting, EML, Gnome Terminal, and/or Newsgroup applications.
