Description

The essential function of the position within the organization is to manage various operations of the Finance-Accounting Department in accordance with generally accepted accounting principles. The position is responsible for staff supervision, planning, training, general ledger, reconciliations, accounts receivable, cash disbursements, financial analysis, financial reporting, regulatory compliance, and policy development. The position is responsible for internal control development, budget development, and systems implementation.

The position works independently, reporting major activities through periodic meetings.

Summary of Duties
  • Supervises staff, including recommending selection, training, assigning and evaluating work, counseling, disciplining, and recommending termination; ensures compliance by staff with generally accepted accounting principles in completion of all tasks.
  • Meets with CFO/City Recorder to discuss departmental issues.
  • Organizes, plans and directs activities of the audit and finance staff, ensures adequate training and cross-training of all functions, and improves processes to accommodate growth. Oversees accounting functions such as general ledger activity, bank and statement reconciliations, journal entry processing, depreciation calculation, and tax equivalent calculation.
  • Develops policies and procedures to ensure compliance with GASB standards, City ordinances and State of Tennessee regulations. Maintains internal control policy. Meets with departments annually to collaboratively develop and aid in the implementation of best practices. Reviews external departments' financial transactions to determine compliance with internal control policies. Works with department heads to develop appropriate paths to compliance when lacking.
  • Manages relationships with financial institutions. Drafts and oversees RFP processes for financial services.
  • Oversees all credit accounts and develops policies/procedures to ensure their compliant use. Manages third-party credit card administration.
  • Oversees and assists with implementation of computerized systems for the finance department and prepares documentation for necessary software modifications when required. Arranges for training in the use of financial software for all departments. Develops software reports for management. Foresees the need to adapt software programs for City growth and plans accordingly.
  • Assists with analysis, input and production of City budget. Develops trend analysis for budget revenue and expenditures. Prepares budget documents for submission to the State.
  • Reviews financial reports including trial balance, aging reports, and income statements to check for reasonable and accurate transactions. Performs month-end and fiscal year-end operations for all funds; gathers and maintains data/information to prepare periodic and special reports.
  • Serves as liaison for Finance Department; provides fiscal information and assistance to auditors, City employees and other organizations. Aids in the development and editing of the Annual Comprehensive Financial Report.
  • Attends or conducts staff and other professional meetings to exchange information; attends technical or professional classes, seminars, or conferences to improve technical or professional skills.
  • Performs general management and/or research duties for the CFO as assigned.
