The Public Health and Safety Program Manager (PHSPM) is a pivotal leadership role dedicated to advancing the health and well‑being of the Jamestown S'Klallam Tribal community. This is a part‑time, benefited position working 30 hours per week, leading the coordination and implementation of the Tribe's participation in the statewide Tribal Foundational Public Health Services (TFPHS) initiative.

In this role, you will translate strategic goals into actionable projects, managing daily operations and ensuring compliance with Tribal, federal, and state requirements. This position focuses on strengthening Foundational Capabilities such as policy development and emergency preparedness and Foundational Programs, including health promotion and disease prevention.

Essential Functions
  • Implement and manage health improvement programs and initiatives recommended by the PHSO and approved by Tribal Council, ensuring alignment with Tribal Health Priorities.
  • Research, track, and summarize applicable local, state, and federal public health statutes and codes; provide reports and recommendations to the PHSO on how they affect Tribal operations.
  • Coordinate and execute action steps, under the direction of the PHSO, to prevent and control the spread of infectious disease and maintain health and sanitation within Tribal jurisdiction.
  • Organize and deliver technical assistance, trainings, and outreach activities to support public health and safety measures directed by the PHSO.
  • Facilitate communication and collaboration with healthcare professionals, Tribal programs, and community partners; gather and share information relevant to Tribal public health issues.
  • Assist with the application, monitoring, and enforcement of relevant sections of the Jamestown S'Klallam Tribal Public Health and Safety Code, as delegated by the PHSO.
  • Develop draft updates, recommendations, and support documentation for Tribal Health Program Policies and Procedures, working collaboratively with program staff and under guidance from the PHSO.
  • Prepare reports, briefing materials, and program data for PHSO use at Tribal Council, Health Committee, and Public Health and Safety Committee meetings.
  • Support Tribal staff with implementation of health care plans for Tribal Citizens by coordinating projects, providing resources, or facilitating referrals as directed.
  • Ensure compliance with all JST policies and procedures, including safety standards and the Occupational Exposure Control Plan, within assigned program areas.
  • Manage daily operations of public health and safety programs, ensuring effective delivery and accurate reporting.
  • Consult with Tribal staff, as available and requested, concerning health care plans for Tribal Citizens.
  • Adhere to all JST policies and procedures, including but not limited to standards for safety, and work practices as described in the Occupational Exposure Control Plan.
  • Carry out additional program management duties as assigned to advance Tribal public health and safety goals.
Requirements
  • Bachelor's degree in public health, health administration, emergency management, or related field.
  • Minimum three years of experience in public health, health services, safety management, or emergency preparedness.
  • Knowledge of office administrative operations, including personnel management, and compliance.
  • Excellent organizational skills and the ability to prioritize multiple tasks.
  • Effective time management, decision‑making, and problem‑solving skills.
  • Demonstrate initiative, work independently with little supervision.
