Public Works Project Inspector

Monitors, inspects, and provides day-to-day oversight of Public Works concrete projects and contractor-led Public Works projects for streets, water, sanitary sewer, storm drainage, and other utilities within the City's right-of-way. Ensures construction activities are performed in accordance with approved plans, specifications, and City construction standards. Exercises functional supervision over assigned City crews and contractors performing concrete and right-of-way work, coordinates permitting of right-of-way excavations for outside entities, and serves as a primary field liaison between contractors, City staff, and other stakeholders.

  • Reviews and interprets plan sheets, plats, and other documents for accuracy and compliance with applicable standards and codes.
  • Supervises and inspects Public Works concrete projects and contractor-performed projects within the City's right-of-way to ensure compliance with City and State codes, standards, and specifications.
  • Provides on-site direction and coordination to City crews and contractors related to sequencing of work, construction methods, traffic control, and safety requirements.
  • Receives and responds to concerns and/or complaints from contractors, engineers, departments, business owners, property owners, citizens, and other interested parties.
  • Calculates, tabulates, and authorizes payments to contractors, including accurate accounting of material quantities and measurements.
  • Advices department heads and project management staff of construction issues, conflicts, delays, or project conditions requiring attention.
  • Coordinates and leads field meetings between contractors, departments, utility companies, and other stakeholders.
  • Records activities on daily logs for project documentation and compliance tracking.
  • Maintains inspection records, including bid specifications, drawings, files, forms, and related documentation.
  • Maintains photo records documenting key stages of construction and project milestones.
Other Important Duties
  • Observes all safety rules and procedures.
  • Assists in evaluating contractor performance and identifying workmanship or compliance deficiencies.
  • Performs such other duties as may be required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Methods, practices, equipment, and materials used in concrete construction, right-of-way infrastructure projects, and Americans with Disabilities Act (ADA) accessibility requirements.

City organization, operations, policies, procedures, construction standards, and applicable ADA regulations and guidelines.

Skills in:

Analyzing construction issues, evaluating alternatives, and making sound field-level recommendations.

Reading and interpreting engineering plans, specifications, plats, and construction documents.

Coordinating and overseeing multiple projects, crews, and contractors simultaneously.

Establishing and maintaining cooperative and professional working relationships with City staff, contractors, engineers, and the public.

Ability to:

  • Interpret technical diagrams and maps.
  • Provide effective field supervision and direction to City crews and contractor personnel, including ensuring compliance with ADA accessibility requirements.
  • Interpret technical diagrams, maps, and construction details.
  • Interact tactfully and professionally with contractors, inspectors, and the general public.
  • Communicate effectively, both orally and in writing.
  • Work outdoors in extreme weather conditions.
  • Make sound judgments regarding appropriate responses to field issues and conflicts.

Maintain a valid Texas driver's license and a good driving record.

ACCEPTABLE EXPERIENCE AND TRAINING

High school diploma or its equivalent; AND five (5) years of construction experience, including concrete or right-of-way infrastructure work, two (2) of which involved inspection and/or field supervision of construction projects; OR an equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

CERTIFICATES AND LICENSES REQUIRED

State of Texas Class A driver's license.
