GENERAL DESCRIPTION:
This position supports the Wyoming Department of Education's (WDE) Special Education Programs division's requirements of the Individuals with Disabilities Education Act 2004 (IDEA 2004) in providing monitoring, technical assistance (TA) and professional development (PD) to district staff through the managing, planning, coordination, and evaluation of improvement activities and division initiatives which facilitate in improved academic and functional outcomes for students with disabilities.

ESSENTIAL FUNCTIONS:
The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
- Directs, manages, and evaluates a state and/or federal program.
- Develops and implements state-level activities for educational programs.
- Monitors programs for compliance with regulations and provides feedback to districts or sub-grantees.
- Develops and monitors contracts with professional service providers as needed.
- Identifies potential problems and devises solutions.
- Oversees the grant/contract process.
- Disseminates professional trends by presenting information at meetings, workshops, and/or conferences.
- Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and to implement new programs.
- Interprets and makes recommendations on policy due to changing federal regulations and analyzes the impact of federal and state decisions on efforts to organize and develop systems.
- Plans and conducts workshops and trainings on state and/or federal programs.
- Oversees completion of state and federal reporting requirements.
- Authority to ensure compliance.
- Performs performance appraisals as well as all other supervisory responsibilities.
- Develops program budget, approves grants and funding, and monitors the appropriateness of expenses to meet project goals.
- Plans and develops program strategies with educational programs, management, other agencies, organizations and interested groups concerning funding options and best practices regarding delivery of services.
- Oversees all aspects of various programs, including assistance to the primary program, such as counseling for participants in programs.
- Determines goals in professional development to ensure all job functions can be met.
- Other duties as assigned.
PREFERENCES:
Preference may be given to individuals with education, special education, and/or leadership experiences. Preference may be given to individuals with knowledge of data systems, assessment, special education, and professional development.
KNOWLEDGE:
- Knowledge of special education requirements, systems, and processes.
- Relevant experience in developing continuous improvement systems and processes.
- Knowledge of monitoring systems and processes.
- Excellent written and oral communication skills.
- Skills to work with diverse groups and coordinate multiple projects and deadlines.
- Skills to facilitate meetings, work sessions, and other presentations to achieve established outcomes and objectives.
- Knowledge of interpersonal communications.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s Degree (typically in Education)
Experience: 1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution: 4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

PHYSICAL
WORKING CONDITIONS:
- Typically, the employee may sit comfortably to perform the work, however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
- Special physical demands are not required to perform the work.
NOTES:
- FLSA:
Exempt - Travel is estimated at 30%
- Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education.
- Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.
- Successful candidates must pass a fingerprinting, background, and reference check.
