Overview

Traffic Operations Manager role at Highlands County BCC. A skilled position responsible for supervising all traffic control devices on the County's road system and traffic signals and street lighting on the State highway system under a Board approved maintenance agreement.

Responsibilities
  • Plans, organizes and schedules foremen responsible for work crews engaged in the construction, alteration, maintenance and repair of traffic control devices, markings, signage, and other necessary roadway safety devices
  • Assists in the performance of administrative duties including the development of personnel policies and procedures, budget formulation and administration, program evaluation and operating policy formulation and implementation
  • Oversees, organizes, monitors, and supervises the Traffic Signal Maintenance Contracts and program and directly supervises the traffic signal maintenance staff
  • Maintains maintenance records of traffic control devices
  • Performs tests on traffic control devices to ensure proper operation
  • Prepares cost estimates of proposed projects; requisitions equipment, materials and supplies; maintains comprehensive records and prepares periodic reports of assigned projects
  • Ensures that traffic/transportation projects and County roadways follow County, State, and Federal requirements, as applicable
  • Responds to urgent traffic signal malfunctions, directs traffic, repairs signal or delegates necessary repairs to signal contractor or staff
  • Manages design, installation, maintenance of temporary traffic control devices on reimbursable roadway projects
  • Reviews/approves road closure permits for temporary traffic control plans and advises County Engineer on compliance for State & Federal standards on applications
  • In coordination with the Engineering Department, develops and recommends the Traffic Operations budgets; manages and administers that budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; directs and implements adjustments as necessary
  • Supervises the Traffic Staff, including planning and supervising the work, assigning work, providing instruction and training, checking and approving work, conducting performance evaluations and making hiring and salary adjustment recommendations
  • Consults with and advises the County Engineer on transportation and traffic issues including policy decisions
  • Participates in developing annual divisional budget relative to traffic operations
  • Supervises and directs the County’s transportation safety training and equipment inspection program. Trains County employees in safe operation of vehicles and equipment. Establishes procedures to ensure that all employees and equipment are utilized in a safe manner
  • Writes up crash and incident reports and assists in maintaining corresponding files. Maintains inventory control records
  • Plans, schedules and supervises the County sign crews to see that the necessary traffic control devices are properly installed on the County Road system
Knowledge,

Skills and Abilities
  • Knowledge of safety and equipment inspection procedures
  • Thorough knowledge of the principles of electronic devices used in traffic signals and street lighting
  • Knowledge of elementary traffic engineering principles
  • Knowledge of traffic control device requirements per State and Federal requirements
  • Knowledge of inventory control procedures
  • Ability to visually inspect signs, roads, traffic lights and traffic patterns
  • Skill in making safety presentations to co-workers
  • Skill in supervising and directing others
  • Ability to determine crash causes with impartiality and fairness
  • Knowledge of construction of roadways, traffic signals, street lighting and other transportation related elements
  • Ability to maintain effective working relationships with co-workers, managers, supervisors, directors, elected officials, vendors, and the general public. Performs other duties as assigned
