Job Duties
  • Work as part of BHRD Diversion and Reentry Services (DRS), a dynamic team engaged in many County and State-level initiatives focused on addressing the behavioral health and social determinants of individuals who come into contact with the local criminal legal system, with a goal of providing a health and human services response rather than a criminal legal system one.
  • Plan, develop, and oversee funding for new and ongoing programs targeted at behavioral health populations who cycle through the local jail, problem‑solving courts, and community corrections systems. The focus of which are at intercept points 3 through 5 of the GAIN Sequential Intercept Model.
  • Collaborating with multiple legal system partners in the planning and development of alternative strategies to incarceration and prosecution for individuals with behavioral health disorders involved in the criminal legal system in King County.
  • Serve as the lead for several initiatives of MIDD Behavioral Health Sales Tax Fund that are related to jail in‑custody behavioral health services, local therapeutic courts, and jail reentry:
    • MIDD Recovery and Reentry (RR) Initiative RR-02 and related MIDD Initiative RR‑ 15 South King County Pretrial Services — Behavioral Health Services
    • MIDD RR‑05 Housing — Adult Drug Court
    • MIDD RR‑ 06 — Jail Reentry System of Care
    • MIDD Initiative RR‑ 12 Jail‑Based Substance Abuse Treatment (Modified Therapeutic Communities within King County Jails and Community Corrections settings)
    • MIDD Therapeutic Court (TX) Initiatives TX‑ADC Adult Drug Diversion Court and TXRMHC Regional Mental Health Court
  • In relation to the above MIDD‑funded Initiatives and as the BHRD representative (at times with other DRS teammates) with several jail and local court partners, this position will facilitate, coordinate, and manage intergovernmental relationships with local criminal legal system agencies in a highly political landscape, often with separately elected leaders. This includes, but is not limited to:
    Draft and execution of Memorandums of Agreement (MOAs) with other government agencies, Convene stakeholders to ensure coordination and shared approach to working with behavioral health programs serving individuals involved in jails and courts
  • Serve as the BHRD representative at multi‑sector tables with the Diversion and Reentry Services section manager and other BHRD leadership, as needed.
  • Develop and monitor contracts for a variety of DRS programs, including working closely with DCHS Performance Measurement and Evaluation staff to ensure appropriate data collection and data quality, with BHRD fiscal staff to ensure budget monitoring and expenditure tracking, and with providers regarding technical assistance and consultation related to the scope of work and systems coordination supports.
  • Participate in data collection and analysis with DCHS staff (especially, the Performance Measurement and Evaluation section) regarding program data reporting and the MIDD Behavioral Health Sales Tax Fund evaluation activities.
