The Program Assistant observes, records, and responds as needed to the comings and goings of guests/residents/participants and staff, maintaining a safe and comfortable environment and addressing issues as appropriate. The role is part of the program services team, providing trauma‐informed assistance to community members. This is a unionized position represented by Local 8 of the Office and Professional Employees International Union (OPEIU).

Otto’s Place Enhanced Shelter removes barriers for individuals transitioning out of homelessness by combining overnight shelter with 24/7 on‑site support services and intensive case management, behavioral clinician, and housing navigation. Services include 100 individual sleeping areas for male‑identifying guests, meals, laundry, and service pets. The shelter is designed to help people moving from tents or encampments toward stability.

Schedule:
Friday–Sunday, 8:00 am–4:00 pm (staff meetings every other Thursday 1:00–2:00 pm)
• Hourly rate: $24.50 per hour (Level 1); 2.5% increase after 12 consecutive months of employment
- Provide trauma‑informed monitoring of activity to ensure safety and comfort of guests, residents, participants, and staff.
- Mediate conflicts and provide de‑escalation, crisis intervention, and appropriate referrals.
- Assist with program activities, including meal services, laundry assistance, group activities, and other support tasks.
- Engage guests to assess needs and provide immediate information and referrals.
- Respond to guest or participant issues as directed by program management.
- Report needs and ensure supplies/equipment are stocked.
- Monitor security cameras and conduct periodic building checks.
- Log all actions, incidents, rule enforcements, and report unusual matters to Program Coordinator or Manager.
- Control after‑hours front‑door access and enforce building rules.
- Follow all safety and emergency procedures.
- Perform light janitorial duties as assigned.
- Maintain positive relationships with agency employees to foster a cooperative and harmonious climate.
- Represent the organization in a favorable light to promote its aims and objectives.
- Carry out duties in a timely and effective manner in accordance with agency policies.
- Ability to maintain high confidentiality, tactfulness, and respect for diverse participants.
- Demonstrated knowledge of de‑escalation, crisis intervention, and stabilization skills.
- Knowledge of local resources and services for individuals experiencing homelessness or housing instability.
- Effective conflict management and ability to seek support when needed.
- Ability to work in a fast‑paced environment with frequent interruptions.
- Strong problem‑solving and decision‑making skills.
- Proficiency with Microsoft Office and other internet‑based software.
- Excellent written and verbal communication skills.
- Minimum 1 year of experience in a social/human services setting (preferred).
- Training or awareness around belonging, compassion, and meeting people where they are (preferred).
- Familiarity with topics of housing instability, mental health, substance use, sexual assault, and/or domestic violence (preferred).
- Experience working where language may be a barrier (preferred).
- Current Washington State Food Handlers Permit (preferred; sponsorship available within 1 month of hire).
- Degree in human/social services or related field is a complement to required experience.
- Regular talking and listening required.
- Frequent standing, walking, reaching, and occasional lifting/carrying up to 20 lb.
- Work requires long periods of sitting, walking, and using a computer.
- Ability to perform mental tasks such as attention to detail and critical thinking.

- Work in a human services environment serving a diverse client base, including individuals with disabilities, substance dependencies, and other vulnerabilities.
- Exposure to hazardous chemicals and blood borne pathogens (BBP); safety training will be provided.
- Position requires onsite work only; remote work is not eligible.
- Surveillance cameras monitor public areas for safety; guests may also have private surveillance equipment.
