Job SummaryWe are looking for a Senior Real Property Agent to provide professional services to all city departments relating to real estate including property negotiations, acquisitions, dispositions, appraisals, feasibility studies, relocation, title review, document preparation, closing, property research, property inventory, contract management, property management, and supervision of the Real Property Agents.
Background in Appraisal, MAI, Brokerage highly desired.
Essential Duties And Responsibilities- Acquires property and or property rights to construct and maintain rights-of-way for transportation and utility corridors and other city facilities.
- Handles complex real estate transactions that may be highly sensitive and/or have long-term political ramifications.
- Prepares project funding estimates for CIP projects.
- Performs feasibility studies, commercial rental and maintenance rate studies, and reviews appraisals.
- Provides relocation assistance to owners or tenants displaced by the city’s projects.
- Reviews design, right-of-way and construction plans to determine accuracy of rights needed to construct and maintain city projects.
- Works with project managers and engineers to resolve owners’ issues regarding property impacts from the city’s projects.
- Advises owners of project purpose and scope, impacts to their property and their rights under federal, state, and local laws, policies, and procedures.
- Obtains approval of all conveyance documents, consultant contracts, and property leases.
- Writes conveyance documents that accurately reflect the rights needed to construct the project and maintain the infrastructure.
- Completes property transactions by obtaining proper title for the city’s rights.
- Processes street vacations.
- Researches property issues as requested by the departments.
- Updates and maintains the real property inventory.
- Works under the general supervision of the Property and Administrative Manager.
- Supervises and/or provides direction to the Real Property Agents on project elements relating to property impacts, appraisals and valuations, plans, acquisition and condemnation strategy, and title requirements.
- Considerable knowledge of appraisal, negotiation law and engineering principles, policies, procedures and techniques.
- Considerable knowledge of the application of depreciated replacement cost, capitalized income and a variety of market data comparison methods and techniques; legal descriptions of property and instruments of ownership; real estate and condemnation law, fundamentals of accounting, title work and property management; legal opinion, zoning and building code, map reading, land title reports and specialty appraisals; appraisal theory and technique as it applies to eminent domain;
Federal, State and City real property acquisition and relocation assistance policies and procedures. - Ability to read and interpret engineers highway plans, profile drawings surveys and maps; establish and maintain effective relationships with property owners, their representatives, coworkers and supervisors, other appraising staff, engineers, bankers and attorneys; make clear verbal explanations of technical appraising information; communicate and express ideas effectively, orally and in writing; work flexible schedules to accommodate property owners schedules; maintain positive relationships with the property owners in stressful atmosphere which may frequently hold conflict and hostility;
