Pay RangeThe Target Pay Range typically considered for this position is $97,428–$139,440 annually. The Full Pay Range for this WMS Band is $82,344–$146,784 annually. Compensation is determined based on job‑related skills, experience, and education or training. We will consider your individual qualifications if an offer is made.

Position OverviewThis role directly supports L&I’s mission by providing professional, comfortable, efficient, and safe facilities for employees and customers as the Facilities Program Manager. You will establish strategic and tactical direction for the agency‑wide Facilities Services Program, maintain strong relationships with OFM, DES, legislative stakeholders, and local jurisdictions, and coordinate cross‑agency work on leases and construction projects.
The Facilities Program Manager reports directly to the Assistant Director of the Administrative Services Division and oversees approximately 40 staff, including four supervisors.
Core Responsibilities- Lead and administer facilities planning; headquarters maintenance and operations, including capital projects, space planning, workplace design, field office lease management, and warehouse operations.
- Oversee facilities budgeting, asset and portfolio management, real‑estate coordination, architecture and engineering services, space utilization, maintenance, building operations, and enterprise project delivery.
- Manage multi‑year capital and operational initiatives across divisions, implementing the Office of Financial Management six‑year facilities plan and the agency’s ten‑year capital plan.
- Provide executive management with recommendations and solutions to inform critical facility decisions and investments.
- Serve as the agency’s Sustainability Coordinator, overseeing greenhouse‑gas reporting and environmental performance efforts.
- Ensure strategic alignment between investments in the agency’s facilities portfolio and the ten‑year plan, providing analysis and recommendations to executive leadership.
- Develop and execute the HQ and statewide workspace plan to address growth, optimize space utilization, implement modern work environments, and support co‑location initiatives.
- Maintain relationships with OFM, DES, and legislative stakeholders to assess the impact of policy changes on the facilities portfolio.
- Oversee the work of Facilities Planners, ensuring they support regional field offices and workspace needs.
- Provide recommendations to executive management regarding portfolio utilization, planning, and future investments.
- Significant training and progressively responsible experience in architecture, engineering, real‑estate services, construction, or facilities management.
- Five years of lead experience coordinating capital or facility‑related projects with multiple external stakeholders and funding oversight responsibilities.
- Experience overseeing space planning and related facility projects.
- Working knowledge of building systems and project‑management practices.
- Experience supervising staff or leading teams.
- Ability to learn and grow, and to meet the needs of others.
- Bachelor’s degree in architecture, engineering, construction management, facilities management, business administration, or related field (or equivalent combination of education and experience).
- Experience aligning facilities strategy with organizational growth or modernization initiatives.
- Experience participating in capital budget development or biennial budget processes.
- Experience preparing executive briefings, decision packages, or funding requests.
- Experience with risk assessment related to facilities, safety, or continuity of operations.
- Experience leading organizational change related to space consolidation, relocation, or modernization.
